Mann Government approves simplified land purchase and pooling policy to boost urban growth

In a move set to reshape Punjab’s urban landscape, the Bhagwant Mann-led government has taken a decisive step to speed up the development of affordable housing and infrastructure by simplifying the land acquisition process. The Punjab Cabinet has greenlit a new, streamlined policy that allows for direct land purchases and a revised land pooling system, aimed at building urban estates more efficiently.

This landmark decision, taken during a Cabinet meeting chaired by the Chief Minister at his official residence, is expected to cut red tape, reduce delays, and offer fairer deals to landowners — all while addressing the pressing need for affordable housing across the state.

A Smarter Way to Acquire Land

Until now, acquiring land for public development has often been a slow, bureaucratic process marked by delays and disputes. The new policy turns that on its head.

The revised mechanism enables government development agencies to directly negotiate with landowners, speeding up the process while keeping it fair and transparent. Landowners will now be invited to participate through public notices, and any objections will be resolved within a fixed 30-day period. Title verification will be handled at the district level, ensuring legal clarity before development begins.

What is Land Pooling?

Instead of forcing landowners to sell, the land pooling policy allows them to voluntarily contribute their land in exchange for a portion of the developed property or monetary compensation. This gives farmers and landowners a stake in urban development while preserving their economic interests.

A specially designated committee will oversee which areas are suitable for urban estates based on existing government guidelines. Once land is identified and agreements are in place, development can begin without unnecessary hold-ups.

A Boost for Housing and Growth

Chief Minister Mann said the initiative is not just about faster development — it’s about fairness, efficiency, and planning for the future.

“Urban growth should benefit everyone, not just builders or agencies. With this new approach, we’re ensuring that landowners, especially farmers, become true partners in Punjab’s progress,” Mann emphasized.

This policy could also open up better infrastructure opportunities in smaller cities and towns, helping decongest larger urban hubs and spreading economic activity more evenly.

With rising demand for housing, especially among middle and lower-income groups, Punjab’s revised land acquisition policy comes at a critical time. It promises to create win-win outcomes — speeding up development while ensuring transparency, fairness, and local participation.
