Punjab CM Reiterates Support for Aarthiyas
Punjab Chief Minister Bhagwant Singh Mann on Friday reaffirmed his government’s commitment to safeguarding the interests of Aarthiyas (commission agents). Addressing a gathering in Chandigarh, he assured that the state will strongly raise their demands with the Government of India (GoI), despite most of these concerns falling under the Centre’s jurisdiction.
Mann criticized the Union Government for allegedly neglecting Aarthiyas’ issues, asserting that they play a pivotal role in grain procurement. “We will be the voice of Aarthiyas before the Centre,” Mann stated, emphasizing that enhancing their commission is already under discussion.
Aarthiyas: Backbone of Procurement System
The Chief Minister described Aarthiyas as the unpaid Chartered Accountants of farmers, noting their role in maintaining records of yields and financial transactions. He recalled personal interactions with Aarthiyas from his district Sangrur, underlining their importance in the state’s agricultural economy.
He stressed that Punjab procures food grains on behalf of the Union Government, making the efficiency of procurement operations critical. As Punjab gears up for the Kharif Marketing Season (KMS) 2025–26, Mann urged Aarthiyas to continue ensuring smooth operations in Mandis.
Floods Worsen Procurement Challenges
The Chief Minister also highlighted the devastating impact of recent floods, which submerged over 2,300 villages and affected more than 2 million people. Crops across nearly five lakh acres were destroyed, causing severe losses for farmers.
According to Mann, the floods claimed 56 lives, left seven lakh people homeless, and caused massive infrastructure damage. Over 3,200 schools, 19 colleges, 1,400 healthcare facilities, and 8,500 km of roads were damaged. An estimated ₹13,800 crore loss was reported, though the final figure may be higher.
Expressing disappointment with the Centre, Mann said the state does not expect financial aid. Instead, Punjab has launched Mission Chardikala, seeking support from the global Punjabi diaspora. Already, around 1,000 individuals have pledged contributions to rebuild the state.
Reforms and Supportive Measures for Aarthiyas
To further support Aarthiyas, the Chief Minister announced several measures. The validity of Aarthiya licenses will be extended from five to ten years, with new licenses to be issued within 48 hours. Additionally, a One-Time Settlement (OTS) scheme will be introduced to clear pending arrears, fines, and interest related to non-construction of shops in Mandis.
Mann emphasized that the state government remains committed to the well-being of farmers and food growers. “No stone will be left unturned to ensure their welfare,” he said, calling upon Aarthiyas to continue working hand in hand with the government.
