Chandigarh: Punjab Chief Minister Bhagwant Mann has launched “Mission Chardi Kala,” a major relief initiative to support thousands of families devastated by the September 2025 floods. The program, announced during a video conference with Aam Aadmi Party (AAP) National Convener Arvind Kejriwal, aims to mobilize resources for the rehabilitation of flood victims.
The floods submerged nearly 2,300 villages, displaced more than seven lakh people, and claimed 56 lives. With homes destroyed, crops damaged, and livelihoods disrupted, Mann called for nationwide and global support to help Punjab recover.
Video Conference Highlights
The virtual meeting, held from Mann’s official residence in Chandigarh, brought together party leaders and AAP’s organizational members. The focus was on designing a transparent and large-scale rehabilitation strategy for flood-hit families.
Mann emphasized the need for solidarity in difficult times. “Every rupee donated will be used honestly for flood victims’ rehabilitation,” he assured, urging people to contribute generously. Kejriwal also echoed the appeal, highlighting that Punjab’s recovery requires joint effort from citizens, organizations, and especially the Punjabi diaspora.
NRIs Called to Support Ancestral Land
In his address, Mann made a special appeal to non-resident Indians (NRIs). He urged them to step forward and help their ancestral homeland at a time of deep crisis. Many Punjabi families living abroad maintain strong ties with their villages, making them a vital source of support.
“Your contributions can rebuild homes, restore schools, and revive livelihoods. Punjab needs you,” Mann said. The government has pledged to ensure transparency in handling donations and to make regular reports public.
Flood Impact Across Punjab
The floods that struck Punjab in early September have left a trail of destruction. Villages across multiple districts remain submerged or severely damaged. With farmlands under water, experts warn of reduced harvests and financial losses for farmers.
Roads, bridges, and public utilities have also suffered heavy damage, complicating rescue and relief operations. The displacement of over seven lakh people has strained local shelters and health facilities. Many families remain in temporary relief camps, waiting for permanent housing and livelihood support.

“Mission Chardi Kala” draws inspiration from Punjab’s cultural spirit of resilience and optimism. The initiative is designed not only for immediate relief but also for long-term rebuilding. Funds collected will be directed toward rebuilding houses, restoring agricultural activity, and repairing public infrastructure.
Mann said the government would also ensure that relief reaches every affected family without discrimination. Committees have been formed at district and village levels to monitor aid distribution and provide feedback directly to state authorities.

The Punjab government has promised a transparent system for handling donations and relief funds. Each contribution, whether from individuals, NRIs, or organizations, will be accounted for in a publicly accessible database.
Officials noted that past disaster relief programs in India have often faced criticism over fund misuse. By adopting a clear reporting mechanism, the Punjab government hopes to build trust and encourage greater participation.

Mann’s emotional appeal stressed that Punjab’s strength has always been its unity during crises. “Together we can rebuild a vibrant Punjab once again,” he said. Leaders from across the political spectrum have expressed support for flood victims, though critics have demanded quicker delivery of relief materials.
