Punjab signs ₹400 crore MoU with Japan’s Toppan Speciality Films, boosting investments ahead of the 6th Progressive Punjab Investors’ Summit 2026.
Punjab’s Chief Minister Bhagwant Singh Mann’s ongoing visit to Japan has already started yielding tangible results for the state, with major investments and strategic partnerships in the pipeline. Harjot Singh Bains, Punjab’s Minister of Education and Information & Public Relations, confirmed that a landmark investment deal has been signed with Toppan Speciality Films Private Limited (TSF), a leading Japanese firm, committing ₹400 crore to the state.
The Memorandum of Understanding (MoU) between Punjab and TSF highlights the state’s growing appeal as a global investment destination. “This MoU is a significant milestone in Punjab’s journey toward becoming a premier hub for international investments,” Bains stated.
The investment is expected to enhance Punjab’s industrial infrastructure and create new employment opportunities, reinforcing the state’s focus on innovation-driven growth. The development comes ahead of the 6th Progressive Punjab Investors’ Summit 2026, where further high-profile partnerships are anticipated.

Chief Minister Mann’s Japan visit has been centered on promoting Punjab as an attractive destination for foreign investment and exploring avenues for economic collaboration in sectors such as manufacturing, technology, and speciality industries.
“The Punjab government remains committed to creating an investor-friendly environment and fostering sustainable development that benefits both the economy and the people,” Bains added.
The TSF deal is expected to catalyze additional Japanese investments, strengthen bilateral trade ties, and elevate Punjab’s position on the global industrial map.
