Haryana PWD Minister Ranbir Gangwa suspends 2 SDOs and 1 JE after irregularities detected in Mahagram Scheme, enforcing strict accountability.
Haryana Public Works and Public Health Engineering Minister Ranbir Gangwa stated that the government’s objective is to create uniform standards in buildings and roads throughout the state, and that the Public Works Department (PWD) must establish itself as a powerful brand. He urged department officers to organize ahead of time so that the public is not inconvenienced and their concerns are addressed as soon as possible.
Ranbir Gangwa presided over a review meeting of the Public Works Department at Haryana Niwas on Wednesday and delivered numerous crucial directives. During the conference, the progress of road works for the years 2024-25 and 2025-26, road markings, planned model roads, and key building and road projects were discussed.
Action will be taken against those who cause delays.
During the discussion, officers informed the Minister that at some sites, projects were being delayed because a single contractor was working on many projects at the same time. Taking this seriously, Sh. Ranbir Gangwa recommended action against agencies that had failed to complete projects even after a year. He also asked that agencies in Thanesar and Gurugram be banned.
The Minister stated that, according to the guidelines, taking several tenders is acceptable, but all projects must be finished within the term specified. Any delay or negligence would result in harsh action against the contractors involved. He stated that the public should not suffer as a result of contractors’ delays. It must be assured that projects are completed on time, assuming there are no technical issues.

Gangwa recommended that all completed projects be financially closed within three months to avoid payment complications for agencies. He stated that delays in road construction and repair work are unacceptable, and officers must monitor progress on a regular basis.
He also commanded that teams from headquarters be dispatched on a regular basis to inspect the work’s quality, and that no compromises be made. Tenders involving many mines received special attention, as did maintenance on roads in bad condition until new roads were built, and roads were monitored on a regular basis during the Defect Liability Period. During the conference, it was revealed that Haryana has a total road network of 30,403 kilometres, 16,435 of which are covered by the DLP and 6,019 of which are not. The Minister ordered that any road in bad condition be kept fully operational until it is repaired. Patchwork should be done wherever necessary, and potholes should be fixed right away to protect public safety.
The Minister asked personnel to review complaints received through the “Mhari Sadak” app on a daily basis and resolve them in a timely manner. He plainly stated that officers must monitor the app and respond to complaints within the specified timeframe. The emphasis was also on ensuring the field presence of ground personnel, particularly beldars. Directions were issued to take action against employees who were absent from work. Officers were also ordered to update work progress reports on a regular basis, depending on % completed.
28 new road rollers will be installed.
Officers informed the Minister that patch vans equipped with contemporary technology would soon be implemented in the state, for which the department’s mechanical wing is working hard. The department has already received 28 new road rollers, with the remaining 28 scheduled to arrive shortly. In addition, updates on the work of the Electrical and Horticulture Wings were provided to the Minister.
The meeting also included discussions about model roads that will be created in each district. Officers stated that the current situation of 11 model roads was assessed, and roads have already been designated for the development of 23 more model roads throughout the state next year. These roads will be designed with traffic management, lighting, drainage, and all other necessary considerations. Headquarters staff will keep track of all ongoing projects, and officers will perform field inspections on a regular basis.
