Haryana’s New Excise Policy 2025: Major Reforms to Liquor Retail, Cow Welfare, and Public Safety
In a significant move aimed at reforming the state’s liquor retail landscape and enhancing public welfare, the Haryana Cabinet, chaired by Chief Minister Nayab Singh Saini, has approved the new Excise Policy for 2025. The policy introduces stringent regulations on liquor outlets, substantial funding for cow welfare, and measures to bolster public safety.
Stricter Regulations on Liquor Retail
One of the most notable changes in the new excise policy is the restriction on opening liquor shops in villages with a population of less than 500. This move is expected to lead to the closure of approximately 152 liquor shops across over 700 villages. Additionally, the policy mandates that liquor shops must not be directly visible from national or state highways, and any signboards or advertisements visible from these roads will be treated as violations. Penalties for such violations include fines escalating from ₹1 lakh for the first offense to ₹3 lakh for the third, after which the shop’s license will be canceled.
The policy also increases the minimum distance between liquor shops and sensitive areas such as bus stands, schools, colleges, and religious places from 75 meters to 150 meters. Furthermore, the number of liquor shops has been reduced from 2,500 to 2,400 across 1,200 zones, aiming to streamline operations and reduce the density of outlets.
Enhanced Cow Welfare Initiatives
Demonstrating a strong commitment to animal welfare, the Haryana government has significantly increased the budget for the Haryana Gau Seva Aayog, the state’s cow welfare body, from ₹2 crore to ₹500 crore. This substantial funding boost is intended to support the establishment of new gaushalas (cow shelters), improve existing facilities, and promote the welfare of stray cattle. Additionally, stamp duty exemptions have been granted for land transactions related to new gaushalas, encouraging the development of such facilities.
The policy also supports the GOBARdhan scheme, which focuses on the safe management of cattle waste and organic waste in rural areas. This initiative aims to reduce pollution, generate biogas, and produce organic manure, thereby benefiting both the environment and farmers.
Public Safety and Infrastructure Improvements
In a bid to enhance public safety, the new excise policy mandates that all liquor outlets, including bars, pubs, and restaurants, install fire-fighting equipment and CCTV cameras. This measure aims to ensure the safety of staff and customers and to prevent accidents.
Moreover, the policy introduces a uniform pricing system for liquor across all outlets, effective from June 12, 2025. This standardization is expected to eliminate confusion among consumers and curb unfair competition among liquor vendors. The policy also includes provisions to curb pilferage by wholesale licensees and imposes a complete ban on liquor promotion advertisements on various platforms, including social media.
Support for Martyrs and Administrative Reforms
The Haryana Cabinet has approved an ex-gratia of ₹1 crore for martyred Agniveers and has allotted a residential plot to the family of martyr Nayak Sandeep, who lost his life in the Pulwama attack in 2019. Additionally, the government has acknowledged the recruitment of 7,120 individuals between 2022 and 2025, emphasizing its commitment to supporting the families of martyrs and enhancing security forces.
Administrative reforms include the abolition of the outdated Municipal Accounting Code of 1930, replacing it with a double-entry accounting system for better financial management. A uniform land valuation policy has also been approved to align all departments with central land acquisition standards, ensuring transparency and efficiency in land transactions.
AI Development and Heritage Projects
The state government has approved a ₹474.39 crore AI development project with World Bank support. Under this project, the Government Artificial Intelligence Centre (GAIC) will be established in Gurugram, and the Haryana Artificial Intelligence and Cybersecurity Facility (HACF) will be set up in Panchkula. These initiatives aim to promote research and development in artificial intelligence and cybersecurity, positioning Haryana as a leader in these emerging fields.
In the heritage and tourism sectors, the government has approved land for building a memorial and museum in Yamunanagar to honor Baba Banda Singh Bahadur. The memorial will be constructed in two phases and will feature a state-of-the-art museum combining Banda Singh Bahadur’s life story with modern technology to create an immersive experience for visitors. This project aims to educate the public, especially the younger generation, about the history and valiant contributions of Banda Singh Bahadur.
