Haryana Launches ‘On-Call’ Specialist Doctor System to Boost Rural Healthcare
In a groundbreaking initiative aimed at transforming public healthcare delivery, the Haryana Government has launched an ‘on-call’ specialist doctor system in state-run hospitals. This new system will allow patients, particularly in remote and rural areas, to access specialist medical care without delays, ensuring better health outcomes and reducing the burden on urban hospitals.
The announcement was made by Haryana Health and Family Welfare Minister Arti Singh Rao, who termed the move a “people-first reform” underpinned by technology, decentralization, and innovation.
What is the ‘On-Call’ Specialist System?
The new system enables specialist doctors in key fields—including anesthesiology, surgery, radiology, gynecology, and pediatrics—to provide services on-demand at government hospitals. Instead of being permanently stationed at a single facility, these doctors will operate via a “no-node” system, where they are called in as needed, making expert care more flexible and widely available.
The model is being implemented under a Public-Private Partnership (PPP) framework, ensuring resource optimization without compromising on quality.
Pilot Launch in Five Districts
The scheme will initially be rolled out in five districts as a pilot project:
- Hisar
- Jind
- Mewat
- Sonipat
- Kaithal
Following successful implementation, the government plans to scale the initiative state-wide, with the goal of eliminating inter-district patient transfers for specialist consultations.
“It will not only enhance the availability of specialist services but also reduce the need for inter-district referrals, ensuring patients receive quality care closer to home,” said Minister Rao.

The main beneficiaries of this initiative are patients in rural and underserved areas, where the shortage of specialist doctors has long been a concern. The on-call system will bridge the gap, ensuring that critical cases are addressed in time, thereby saving lives and reducing treatment delays.
