Haryana Cabinet Revises Deen Dayal Lado Lakshmi Yojana 2025 to Promote Women’s Financial Security

Scheme aims to transform from direct cash aid to long-term, goal-oriented social security for women.

The Haryana Cabinet, chaired by Sh. Nayab Singh Saini, approved important changes to the Deen Dayal Lado Lakshmi Yojana (DDLLY), 2025, with the aim of empowering women financially and encouraging long-term savings.

Per qualified woman, the monthly benefit under the scheme will continue to be Rs 2,100 under the proposed modifications. However, starting in the second month, the aid would be disbursed in two installments: Rs 1,000 will be placed in a government-run Fixed Deposit (FD) or Recurring Deposit (RD) account, and Rs 1,100 will be credited straight to the recipient’s savings bank account. The beneficiary will receive the total amount plus interest when it matures. The government will determine the RD/FD’s term, which cannot be more than five years.

Additionally, the modifications include incorporating eligibility requirements related to social development. Apart from eligibility based on income, mothers whose children are enrolled in government schools and have achieved grade-level competency in Classes 1–4 under the NIPUN Bharat Mission or have shown academic excellence by earning more than 80 percent of the possible points in the Class 10 or 12 board exams will also be eligible. In a similar vein, the program will also cover moms who have successfully rehabilitated their children from either severe acute malnutrition (SAM) or moderate acute malnutrition (MAM), as confirmed by the Women and Child Development Department. Age and residency requirements will remain the same as they are now.

FIDR has expanded the income ceiling for this extra criterion to Rs. 1.8 lac. In order to align the goals of Viksit Bharat with family size and socioeconomic growth, moms with more than three children will not be eligible.

The suggested changes include beneficiary confirmation through regional self-governance organizations to improve openness and community involvement. The list of beneficiaries would be distributed to relevant Area Sabhas or Ward Committees in urban areas and Gram Sabhas in rural areas for community-level validation following the first verification by CRID. The financial aid will be stopped if any beneficiary is discovered to be ineligible or not genuine during validation.

Interestingly, on September 25, 2025, the Deen Dayal Lado Lakshmi Yojana was introduced to improve the social security of women in the state. Approximately 10 lakh women registered under the plan within two months of its debut, demonstrating its widespread acceptability. A comprehensive, goal-oriented program that is in line with Viksit Bharat’s mission, the proposed revisions seek to further transform the program from a cash aid program.
