Ahmedabad / Surat, Gujarat: The Aam Aadmi Party (AAP) has launched its ambitious civic vision document titled “AAP Adhikar Patra Surat” in Surat on April 15, 2026. The initiative was unveiled by Gujarat in-charge Gopal Rai and state organization secretary Manoj Sorathiya, outlining a set of 9 key rights promised to citizens if the party comes to power in the Surat Municipal Corporation (SMC).
The launch of AAP Adhikar Patra Surat marks a major step in the party’s municipal election campaign, focusing on governance reforms and citizen welfare across multiple sectors including education, healthcare, taxation, transport, and transparency.

At the event, Gopal Rai stated that the AAP Adhikar Patra Surat is designed to ensure that citizens of Surat receive guaranteed rights in essential civic services. These include education, health, public transport, taxation, parking, environmental protection, culture, sports, and corruption-free administration.

Manoj Sorathiya detailed several major proposals under the AAP Adhikar Patra Surat, including:
- Reduction of house tax by 50%
- Removal of water meters and waiver of water tax
- Cancellation of professional tax
- Free public transport for women, students, senior citizens, and differently-abled citizens
- ₹5 lakh health insurance cover for all families under SMC
- “Clinic on Wheels” healthcare initiative
- Establishment of IT parks and modern infrastructure projects
- Transparent tendering and recruitment systems
These commitments form the backbone of the AAP Adhikar Patra Surat, aimed at improving everyday life for Surat residents.
Education, Health and Infrastructure Plans
Under the AAP Adhikar Patra Surat, the party has also promised major reforms in education and infrastructure. This includes setting up Gujarati and English medium schools in every ward, expanding higher education facilities, and developing advanced sports complexes and international-level stadiums.
Healthcare improvements include multi-specialty hospitals, food testing laboratories, and mobile healthcare units designed to improve access to treatment across the city.
Welfare and Urban Development Vision
The AAP Adhikar Patra Surat also focuses on broader urban development goals such as affordable housing, legalization and regulation of street vendors, improved drainage systems, and large-scale plantation drives to increase green cover in Surat.
Sorathiya further added that the party will prioritize fair wages for contract workers and create policies for migrant labour welfare in coordination with state and central governments.
