PM Modi Inaugurates Kartavya Bhavan Under Central Vista Project
NEW DELHI – Prime Minister Narendra Modi inaugurated Kartavya Bhavan-03 at Kartavya Path, Delhi, marking a major milestone in the Central Vista redevelopment project. Accompanied by Housing and Urban Affairs Minister Manohar Lal Khattar, the Prime Minister inspected the newly built structure designed to centralize key government offices and modernize administrative infrastructure.

Kartavya Bhavan: A New Hub for Central Government Operations
Kartavya Bhavan is the first Common Central Secretariat (CCS) building under the Central Vista revamp. According to the Prime Minister’s Office (PMO), this facility aims to house various government ministries under one roof, improving coordination, reducing redundancy, and optimizing public service delivery.
The building, identified as Kartavya Bhavan-03, will be followed by several similar structures over the coming years. Each building is designed to streamline administration while incorporating energy-efficient architecture and modern facilities.
“Kartavya Bhavan reflects the spirit of modern India. It symbolizes both administrative efficiency and the cultural ethos of our democratic values,” PM Modi said during the inauguration.
A Central Feature of the Central Vista Revamp
The Central Vista Project is a large-scale redevelopment initiative launched by the Union Government to redesign the heart of India’s capital. Besides Kartavya Bhavan, the project includes:
- The new Parliament building, inaugurated in 2023
- Revamped Rajpath, now renamed Kartavya Path
- Upcoming Executive Enclave and residences for top government officials
Together, these developments aim to modernize India’s administrative core while preserving the heritage and architectural grandeur of Lutyens’ Delhi.
The Kartavya Bhavan project also highlights the government’s focus on digital governance, infrastructure efficiency, and eco-friendly design.
Designed for the Future
The architecture of Kartavya Bhavan combines functionality with sustainability. Key features include:
- Smart energy systems to reduce electricity usage
- Natural lighting to enhance workspaces
- Secure digital infrastructure for modern governance
- Common service areas to improve ministry-level coordination
Officials noted that Kartavya Bhavan has been built using green building materials and complies with the GRIHA (Green Rating for Integrated Habitat Assessment) standards.
The new office spaces are expected to replace scattered ministry buildings across Delhi, many of which are outdated or on leased land, resulting in high costs and inefficiencies.
Political and Administrative Significance
By inaugurating the first CCS building, PM Modi has underlined the importance of governance reforms through infrastructure development. His government has consistently emphasized making government offices more accessible, efficient, and citizen-centric.
Union Minister Manohar Lal Khattar, who accompanied the Prime Minister, stated that the Kartavya Bhavan “will set new standards for government workspaces in the 21st century.”
The move comes at a time when the Centre is pushing for digital transformation in governance, with integrated systems and centralized data management.
