Satyendar Jain Cleared in PWD Corruption Case, Court Accepts CBI Report

NEW DELHI – Former Delhi minister Satyendar Jain has been cleared of corruption charges in the PWD recruitment case, with a Delhi court accepting the CBI’s closure report. The court ruled that no incriminating evidence was found to proceed under the Prevention of Corruption (POC) Act, even after six years of investigation.

No Evidence to Support Charges, Says Court

The decision was pronounced on Monday by Special Judge Dig Vinay Singh, who observed that further proceedings would be futile. The court underlined that not every administrative lapse or deviation from rules amounts to corruption under the POC Act.

“When the investigating agency has not found any incriminating evidence over such a long period, further proceedings would serve no useful purpose,” the judge said.

The court emphasized that mere suspicion is insufficient to frame charges. Strong suspicion or material evidence is essential to invoke criminal provisions.

Background: What Was the PWD Case?

In 2018, the Central Bureau of Investigation (CBI) registered an FIR against Satyendar Jain, then PWD minister of Delhi, and several Public Works Department officials. The case stemmed from a complaint by the Delhi government’s Directorate of Vigilance.

Jain and the accused officials were alleged to have irregularly hired consultants for a “creative team” in the PWD, violating recruitment norms and financial regulations. The consultants were reportedly paid using funds from unrelated projects.

However, the CBI told the court that it found no evidence of criminal conspiracy, corruption, or personal gain.

Protest Petition Rejected by Court

A protest petition had been filed challenging the closure report, urging further investigation. But the court found no prima facie evidence to support the claims.

“The protest petition does not provide any sufficient material from investigations or otherwise, warranting further inquiry,” the court noted.

It concluded that the issues involved administrative decisions, not criminal intent, and stated that six years of investigation had yielded no actionable proof.

The court also granted CBI the liberty to reopen the case in the future if fresh material comes to light.

Other Pending Cases Against Jain

While Jain has been exonerated in this case, he still faces several legal battles:

  • CCTV Project Bribery Case (March 2025): Jain is accused of accepting a 7 crore bribe to waive a penalty against Bharat Electronics Ltd (BEL) over CCTV delays.
  • Money Laundering Case: Jain was arrested by the Enforcement Directorate (ED) in May 2022 over alleged money laundering linked to shell companies.
  • Disproportionate Assets Case: In January 2025, CBI obtained Lieutenant Governor’s sanction to prosecute Jain in this matter.

Despite these pending cases, the PWD judgment offers a major relief to the Aam Aadmi Party (AAP) leader.

Political Reactions Likely

Though no immediate political statement followed the court ruling, AAP leaders have previously defended Jain, calling the cases politically motivated. The party may now cite the court’s remarks to bolster its stance ahead of Delhi Assembly elections.
