Bihar Launches Industrial Investment Promotion Package 2025
Patna: Bihar Chief Minister Nitish Kumar has unveiled the Bihar Industrial Investment Promotion Package 2025 (BIPPP-2025), aiming to attract new industries to the state. The initiative offers free land, financial incentives, and tax benefits to eligible investors.
Announcing the package on X (formerly Twitter) on August 26, 2025, Kumar said, “To encourage industries in Bihar, the government has implemented BIPPP-2025 following the BIADA Amnesty Policy 2025.”
The scheme is designed to boost industrialization, generate employment, and enhance skill development among the youth of Bihar.

Free Land Allocation for Eligible Industrial Units
Under the new package, industrial units investing over ₹100 crore and creating more than 1,000 jobs will receive up to 10 acres of land free of cost. Units investing over ₹1,000 crore can get up to 25 acres, while Fortune 500 companies are eligible for up to 10 acres free.
The Chief Minister added that investors must apply before March 31, 2026, to avail benefits. The initiative targets creating 1 crore jobs over five years, aiming to make Bihar’s youth skilled and self-reliant.
For investors not meeting the eligibility criteria, land will be available at 50% off BIADA rates, ensuring wider participation in the state’s industrial growth.
Key Financial Incentives Under BIPPP-2025
The package provides multiple financial benefits to attract industries, including:
- Interest Subvention: Up to ₹40 crore for eligible projects.
- SGST Reimbursement: Up to 300% of approved project cost for 14 years.
- Capital Subsidy: 30% on eligible capital investment.
- Export Incentives: Up to ₹40 lakh per year for 14 years.
Additional supports include skill development assistance, environmental protection, renewable energy usage, and reimbursement of stamp duty and land conversion fees.
Amrit Lal Meena, Chief Secretary of Bihar, highlighted on LinkedIn that the package also supports private industrial parks, patent registration, and quality certification.
Infrastructure Development and Industrial Parks
The state government plans extensive infrastructure to support industries. The package includes:
- 32 Industrial Parks: 8,000 acres already acquired, 14,600 acres planned.
- FinTech City, Fatuha: 242 acres for FinTech and digital services hub.
These developments aim to provide plug-and-play infrastructure for industries and promote cluster-based growth across Bihar.
Employment and Sector-Specific Incentives
BIPPP-2025 includes specific incentives to encourage job creation and sectoral growth:
- Employment Generation Incentive: Textile units up to ₹5,000 per month per employee, 300% ESI & EPF coverage. Other sectors up to ₹2,000 per month per employee, 100% ESI & EPF.
- Skill Development Incentive: Up to ₹20,000 per worker.
- Environmental Protection Incentive: 25% reimbursement up to ₹1 crore.
- Renewable Energy Incentive: 20% reimbursement, maximum ₹6 lakh.
- Other Benefits: Patent registration and quality certification support.
The package is valid until March 31, 2026, providing ample time for investors to avail these benefits.

BIPPP-2025 is expected to accelerate industrial investment in Bihar, create a skilled workforce, and boost employment opportunities.
