Bihar’s voter list is under Special Intensive Revision; the final electoral roll with around 7.3 crore voters is expected on September 30. (156 characters)
Delhi, New Delhi: The Election Commission has verified that the final voter list, which was created via the Special Intensive Revision (SIR) method, will be made public on September 30 in anticipation of the next Bihar Assembly elections. Approximately 7.3 crore voters, including almost 14 lakh recently registered voters, are anticipated to be included in the updated list.
The SIR procedure began in June 2025.
The Election Commission claims that all 7.89 crore current voters were told to re-fill their forms when the SIR process started in June 2025. 6.5 lakh names (of deceased, migrated, or duplicate voters) were eliminated from the 7.24 crore names in the draft list, which was made public on August 1. The election process will now go more quickly thanks to the final list.
Election dates in Bihar will be revealed shortly.
On October 4 and 5, a three-person Election Commission delegation headed by Chief Election Commissioner Gyanesh Kumar would travel to Patna to assess Bihar’s readiness for the polls. The polling dates, which are probably going to be held in three phases between November 5 and November 15, will also be discussed.
There is a lot of speculation that the official announcement of the Bihar Assembly elections would occur soon after October 6. The Model Code of Conduct (MCC), which imposes limitations on transfers, postings, and new government initiatives or announcements, will take effect immediately throughout the state after the dates are announced.
The voter list will be provided to these parties at no cost.
According to Election Commission regulations, this voter list will be provided free of charge to nationally recognized political parties, while independent candidates and regional parties that are not recognized will be required to pay a fee. Nationally recognized parties will be given free hard and soft copies of the voter list in accordance with Election Commission regulations. This benefit is available to the following national parties in Bihar.
- Party of Bharatiya Janata (BJP)
- United Janata Dal (JDU)
- The National People’s Party (NPP)
- Rashtriya Janata Dal (RJD)
- Congress
- Communist Party of India (CPI)
- Communist Party of India (Marxist) (CPI-M)
The voter lists for each of Bihar’s 243 assembly seats will be provided to these political parties at no cost. The list is available via the district election offices or online at ceoelection.bihar.gov.in.
Who will be responsible for paying the fee?
The required fee for the voter list will be paid by independent candidates, newly established parties, and regional parties that are not yet recognized. Several prominent parties in Bihar fall into this category, including:
- Party of Jan Suraj (JSP)
- (Ram Vilas) Lok Janshakti Party
- All India Majlis-e-Ittehad-ul-Muslimeen (AIMIM)
- the Bahujan Samaj Party (BSP)
- other smaller parties and independent candidates
The amount of the fee
Each assembly constituency must pay Rs 50 for a soft copy (PDF) and Rs 100 for a hard copy. The state is made up of 243 constituencies. A hard copy of the whole voter list will cost about Rs 24,300, while a soft copy will cost about Rs 12,150. Extra data (such lists particular to a polling place) may incur additional fees.
