PATNA — The Bihar Vigilance Investigation Bureau has launched a crackdown against administrative corruption. Investigators raided four locations linked to a senior bureaucrat couple in Patna and Begusarai. The operation targeted Patna Additional District Magistrate (Supply) Ravindra Kumar Diwakar and his wife, Kumari Sweety, who serves as the District Sub-Registrar in Danapur.
The agency filed a disproportionate assets case against the officers on September 25, 2026. The First Information Report alleges that the couple amassed ₹1.07 crore in illegal wealth. This sum represents roughly 47% more than their known sources of income.
Search warrants were issued by the Special Vigilance Court in Patna. Four dedicated search teams carried out simultaneous raids across multiple addresses. These locations included official workplaces, private apartments in Danapur, and their ancestral home in Begusarai.
Breakdown of Recovered Assets and Seizures
The search teams recovered substantial amounts of unaccounted cash, high-value gold and silver jewelry, and luxury goods. Officers required currency-counting machines to calculate the cash seized at the Patna apartment.

Real Estate Holdings Under Financial Scrutiny
Investigators identified seven major immovable properties registered in the names of Diwakar and his wife between 2017 and 2026. The total purchase value of these deeds stands at ₹2.92 crore. However, officials note that current market valuations are significantly higher.

The property list includes two adjacent flats, featuring a penthouse layout, in a premium gated complex in Danapur. Both properties were undergoing interior decoration work during the search. The Technical Examination Cell will conduct an independent assessment to value the expensive woodwork and structural modifications.
The couple also acquired three land plots totaling 11.7 decimals in Phulwari Sharif, Patna. Additionally, records show ownership of two land parcels measuring 24 decimals in Begusarai. Vigilance officers have initiated legal procedures to freeze two primary bank accounts linked to the couple.
Career Trajectory of the Bureaucrat Couple
Ravindra Kumar Diwakar started his public service journey as a school teacher in 2000. He later cleared competitive exams and transitioned into state administrative roles. Over two decades, he served in various capacities across several Bihar districts:

- Senior Deputy Collector (SDC) in Katihar, Darbhanga, Gaya, and Patna
- Public Grievance Redressal Officer (PGRO) in Saharsa
- Sub-Divisional Magistrate (SDM) in Samastipur

Kumari Sweety entered government services as a sub-registrar in 2013. She held postings in Teghra (2013–2017), Haveli Kharagpur (2017–2021), and Sakra (2021–2024). She took charge as District Sub-Registrar in Danapur in 2024.
Legal Provisions and Ongoing Investigation
The Vigilance Investigation Bureau registered the case under provisions of the Prevention of Corruption Act and Section 61(2) of the Bharatiya Nyaya Sanhita (BNS). Section 61(2) addresses criminal conspiracy related to illegal financial gains.
Investigating officers are currently auditing bank lockers, transaction logs, and tax returns. Further searches and summons may follow as the agency verifies the complete financial records of both public servants.
