Madhya Pradesh Moves Towards Paperless Administration with Cyber Registration System

Chief Minister Dr. Mohan Yadav highlighted that under the leadership of Prime Minister Narendra Modi, the Madhya Pradesh government is prioritising transparency, efficiency, innovation, and public welfare in administration. He inaugurated the Cyber Registration Office at Registration Bhawan on Monday, describing it as a key step towards technology-driven governance.

Following the launch of Sampada 1.0 and Sampada 2.0, the new cyber registration system enables over 75 services—including loans, Mukhtyarnama, mining leases, affidavits, power of attorney, and partnership deeds—to be processed digitally. The system promotes paperless and cashless processes, enhancing environmental sustainability while improving convenience and transparency for citizens.

Dr. Mohan Yadav explained that government transfer documents and dealings with the Housing Board and Development Authorities will now be completed online through video-based registration, eliminating the need for physical visits. Video KYC and other digital processes will save both time and money for residents.

The Chief Minister Mohan Yadav also praised Sampada 2.0 for receiving the National e-Governance Gold Award 2025, noting that over 14.95 lakh documents have already been digitally registered under the system. He added that the Cyber Tehsil Project, implemented in 55 districts, enables online revenue partition and mutation services. He encouraged departmental officers to meet their targets this financial year using the cyber registration facility.

Deputy Chief Minister Mohan Yadav and Finance & Commercial Tax Minister Shri Jagdish Devda explained that Sampada 2.0, implemented in 2024–25, has made the registration and e-stamping of movable and immovable property completely digital. Citizens no longer need to visit Sub-Registrar offices for several services. A successful pilot of the system was conducted in Guna, Harda, Ratlam, and Dindori districts, earning nationwide appreciation.

Shri Devda further stated that under CM Dr.Mohan Yadav leadership, the initiative benefits citizens directly, with 14 lakh employees trained statewide to ensure error-free registration processes. Principal Secretaries Shri Amit Rathore and Shri Raghvendra Singh, Inspector General of Registration Shri Amit Tomar, district officials, bank representatives, and beneficiaries attended the event, with many joining virtually.
