Chief Secretary Shri Anurag Jain has instructed Additional Chief Secretaries, Principal Secretaries, Secretaries, and Heads of Departments to align their projects and schemes with the provisions of the Union Budget and submit proposals to the Government of India, ensuring Madhya Pradesh maximizes benefits in priority sectors. During a meeting held at Mantralaya on Monday, he reviewed preparations for the upcoming Madhya Pradesh Legislative Assembly Budget Session, the achievement of current financial year targets, good governance initiatives, and compliance with Council of Ministers’ decisions.
Preparations for Budget Session
Shri Anurag Jain emphasized that pending issues, including incomplete replies to questions, Zero Hour notices from previous sessions, assurances, and recommendations of the Public Accounts Committee, should be addressed promptly. Departments were also directed to convene Departmental Consultative Committee meetings and provide administrative reports to the Assembly.
Review of Capital Expenditure
Highlighting the importance of capital expenditure in driving economic growth, the Chief Secretary was informed by Additional Chief Secretary Shri Manish Rastogi that the state has achieved better capital expenditure targets this year compared to previous years. Departments with remaining funds were instructed to prepare weekly expenditure plans to ensure full utilization.

Union Budget Proposals : Anurag Jain
Shri Anurag Jain directed departments to prepare proposals aligned with the recently presented Union Budget for initiatives such as City Economic Regions, Dedicated Chemical and Petrochemical Parks, Mega Textile Parks, and other key projects. Guidelines issued by the Government of India must be followed, and proposals sent promptly. He appreciated the AYUSH Department for submitting a proposal for an Ayurvedic University.
He further noted that the Union Budget includes allocations for Knowledge and Education Cities, Medical Hubs, NIPER, pharmaceutical research centres, school and college laboratories, CMARTs, hostels, skill development, animal husbandry, and MSME Growth Funds. Departments were instructed to submit proposals to the central government at the earliest and maintain monthly communication with the concerned Joint Secretary at the central level.
Shri Anurag Jain also stressed that targets for ongoing general schemes in the current financial year must be fully achieved. Departments were asked to report pending projects requiring coordination with the Government of India and ensure all letters to the central government are copied to the Resident Commissioner.
Focus on Good Governance
The Chief Secretary reiterated that public services remain the top priority for the state government. He directed that post-registration and undisputed mutation cases be completed within stipulated timelines, and applications under the Public Service Guarantee Act be disposed of promptly, with progress reviewed weekly.
He highlighted the need to make 135 additional services online from the 735 notified services and remove services that are no longer relevant. Resolution of cases on the CM Helpline was also instructed to be given top priority.
State Leading on PM Pragati
Shri Anurag Jain praised Madhya Pradesh’s strong performance on the PM Pragati portal and expected a similar system to be implemented for CM Monitoring. He instructed all office work to be conducted exclusively through the e-Office system, with no physical file movement. Departments were also asked to review compliance with Council of Ministers’ decisions, assess the impact of new policies introduced over the past year, and evaluate the functioning of corporations, boards, and undertakings under their departments, along with Finance Commission recommendations.
