PM Modi announces GST, Income Tax, labor, and trade reforms in 2025, strengthening inclusive growth and Viksit Bharat vision.

New Delhi:  India has “boarded the Reform Express” with a number of reforms spanning taxation, labor, commerce, energy, education, and rural employment, according to PM  Modi, who  referred to 2025 as a historic year for the nation. He wrote in a post on X

“India is on the Reform Express now! Innovative reforms were implemented in a number of sectors in 2025, which accelerated our progress. Additionally, they will strengthen our endeavors to create a Viksit Bharat.

The Prime Minister emphasized in a thorough LinkedIn post that changes were being pursued as an ongoing national effort, building on the advancements made over the previous eleven years. He added, “We strengthened the foundations for long-term, inclusive growth, modernized institutions, and simplified governance.”

Significant business and tax reforms

Changes to the Goods and Services Tax (GST), which introduced a streamlined two-slab structure of 5% and 18% to eliminate conflicts and increase compliance, were one of the main measures highlighted. The Income Tax Act, 2025 superseded the antiquated Income Tax Act of 1961, providing relief to middle-class taxpayers by eliminating income tax for those making up to Rs 12 lakh per year.

Since the definition of small businesses was broadened to include organizations with annual revenue up to Rs 100 crore, small and medium-sized enterprises also profited from easier compliance and lower expenses.

Reforms in the insurance and financial sectors

In an effort to boost competition and enhance services, the government allowed 100% foreign direct investment in the insurance industry. The Securities Market Code Bill was launched in the capital markets with the goals of improving governance, simplifying compliance, and fortifying investor protection through technology-driven solutions.
Changes in the law, labor, and maritime

In order to modernize logistics and cut expenses, five new marine legislation were approved. To end needless criminalization, 71 out-of-date laws were repealed as part of the Jan Vishwas effort. Labor reforms expanded social security, protected workers’ rights, and promoted female employment by combining 29 antiquated regulations into four contemporary labor rules.

International energy and trade projects

In order to improve market access and investment prospects, India operationalized an FTA with the European Free Trade Association and inked trade agreements with New Zealand, Oman, and the United Kingdom. In order to fulfill the nation’s expanding clean energy needs, promote private involvement, and responsibly expand nuclear energy, the SHANTI Act was introduced.

Restructuring rural education and employment

In order to improve village infrastructure and livelihoods, rural job guarantees under the G RAM G Act, 2025 were extended from 100 to 125 days. In order to increase institutional autonomy, research, and innovation, a single higher education regulator is being designed to replace several organizations including UGC, AICTE, and NCTE.

A vision of a viksit Bharat

PM Modi emphasized the reforms’ guiding principles by stating, “These changes were planned with empathy, recognizing the realities of small enterprises, young professionals, farmers, workers, and the middle class… They provide our ten-year efforts to shift from a control-based economy to one that functions within a framework of trust, with the citizen at its center, more impetus.
