The Punjab government has introduced a major digital reform with the launch of Punjab Faceless RTO Services, a system that allows citizens to complete transport services without visiting Regional Transport Offices. This new model, launched on 29 October 2025, is being seen as a milestone in digital governance and transparency.

Chief Minister Bhagwant Mann and AAP national convenor Arvind Kejriwal inaugurated the project and highlighted that 56 transport services, including licence and vehicle registration facilities, are now accessible through remote channels. According to the government, citizens may complete these services through Seva Kendras or by calling helpline 1076.

A Major Shift in Punjab’s Transport Service Delivery

The initiative is an important step toward a modern public-service system. Previously, citizens spent hours in RTO queues for licence and RC work. However, the new system claims to reduce travel, paperwork and delays. Additionally, it aims to reduce middlemen and help citizens deal directly with government service channels.

Punjab’s transport department processed 29.23 lakh applications during FY 2024–25, including 19.63 lakh vehicle registration requests and 9.60 lakh driving licence applications. The high volume of work, combined with the need for efficient governance, resulted in this transition to a faceless system.

Notably, in a symbolic gesture, the Ludhiana RTO office was locked during the announcement, representing an end to long queues, agent culture and corruption. Government leaders described the move as a “digital revolution” that aims to create a transparent and time-saving experience.

How Punjab Compares with the Rest of India

Several Indian states have explored online transport solutions. However, Punjab has claimed to be the first state to implement a fully faceless model covering major transport services.

For example, Uttar Pradesh offers over 45 contactless transport services, allowing digital applications, yet it does not claim that physical RTO visits are fully eliminated. Many other states also provide online appointment and form submission, but still require document verification in person.

Therefore, Punjab now stands ahead as a governance innovator and may serve as a template for other states seeking transparency and simplified transport services.

Call the number and request licence, registration, permit renewal, or address-change services. Document pickup or support is arranged through government channels.

These centers assist applicants with digital submissions and reduce the need to depend on cyber cafés or middlemen.

  • Vehicle registration and RC changes
  • Duplicate licence and duplicate RC issuance
  • Commercial permit renewals
  • Conductor licence applications
