Vigilance Bureau Nabs Ex-Sarpanch and Lambardar for Rs. 20 Lakh Embezzlement in Flood Relief Funds

Chandigarh, February 15, 2025 — In a significant crackdown on corruption, the Punjab Vigilance Bureau (VB) has arrested Harjit Singh, the former Sarpanch of village Kalia, and Manjit Singh, the Lambardar of village Sakatra, both located in Tarn Taran district. The duo has been charged with embezzling Rs. 20.11 lakh from relief funds designated for farmers and residents affected by recent floods.

The Embezzlement Scheme

The Vigilance Bureau spokesperson disclosed that the arrests were made following an in-depth investigation into a complaint filed by Harnand Singh, the former Sarpanch of village Kalia, who had served until 2019. The investigation revealed that the accused, in collaboration with bank officials, engaged in a fraudulent scheme to misappropriate funds allocated for flood relief.

According to the spokesperson, Harjit Singh and Manjit Singh opened bank accounts in the names of legitimate beneficiaries, as well as ineligible individuals, who were not entitled to the relief compensation. The accused then withheld key account documents from the rightful beneficiaries, allowing them to withdraw the funds for their personal benefit, thereby defrauding the system.

The Funds and the Fraud

The Punjab government had sanctioned a total of Rs. 30 lakh as compensation for those impacted by the floods, aimed at helping farmers and local residents recover from the devastating damages to crops and property. However, the accused managed to embezzle Rs. 20,11,475 from the total amount.

The misuse of these funds significantly harmed the flood victims, who were in dire need of assistance to restore their livelihoods. The embezzlement represents a breach of trust by local government officials who were entrusted with the responsibility of helping affected families rebuild.

Legal Actions and Investigations

Following the discovery of the embezzlement scheme, the Vigilance Bureau has registered a case under the Prevention of Corruption Act at its Amritsar range police station. Both Harjit Singh and Manjit Singh have been arrested and will be presented before the competent court for further proceedings.

The ongoing investigation into this case is being conducted by the VB Unit in Tarn Taran, which is working to uncover the full extent of the fraud and ensure that all involved parties are held accountable. The Vigilance Bureau’s proactive measures demonstrate its commitment to tackling corruption at every level of the government.

Punjab’s Ongoing Anti-Corruption Drive

This arrest is part of Punjab’s ongoing anti-corruption campaign, led by the Vigilance Bureau. The state government has made it clear that no one, regardless of their position or influence, will be allowed to misuse public funds for personal gain. The Mann government, which has been in power since 2022, has vowed to hold accountable all those who exploit their authority for financial gain.

In recent months, the Vigilance Bureau has been ramping up its efforts to crack down on corruption within local governance, with a particular focus on officials handling public funds. The embezzlement case involving Harjit Singh and Manjit Singh is one of many investigations in which the Bureau has successfully rooted out fraudulent activities, contributing to the state’s broader efforts to ensure transparency and accountability in public administration.

Reactions and Public Impact

This case has raised concerns among local residents, who expressed frustration over the breach of trust by those in positions of power. Many villagers who were expecting financial assistance after the floods now feel betrayed by the very individuals who were supposed to serve their interests.

Farmers and other affected individuals were left without the relief they desperately needed, as the funds intended for their recovery were diverted by those they trusted to manage the relief efforts. The arrests of the ex-Sarpanch and Lambardar have sparked calls for greater oversight in the distribution of government relief funds and more stringent measures to prevent similar incidents in the future.

A Call for Transparency and Accountability

This incident underscores the need for stronger safeguards in the management and distribution of government aid, particularly in the wake of natural disasters. While the Punjab government has already implemented measures to improve accountability, the Vigilance Bureau’s investigation serves as a reminder of the importance of ensuring that relief funds reach the intended recipients, especially in times of crisis.

The Vigilance Bureau’s actions are seen as an important step toward ensuring that public trust is not violated by those in power. With an ongoing effort to root out corruption, Punjab’s government aims to reassure its citizens that justice will prevail, and those who exploit public resources will be brought to justice.

Conclusion: A Step Forward in Combating Corruption

The arrest of Harjit Singh and Manjit Singh is a notable victory for the Vigilance Bureau in its fight against corruption. As investigations continue, this case serves as a stark reminder that those who misuse public office for personal gain will be held accountable. Punjab’s government is committed to making sure that the flood relief funds are not just properly managed, but also delivered to those who need them the most. The Bureau’s decisive action is a sign of the state’s zero-tolerance policy towards corruption and its dedication to ensuring that every citizen receives the support they are entitled to.
