Lucknow, March 12, 2025 — In a game-changing move towards digitization, the Uttar Pradesh government has announced the introduction of chip-enabled smart cards to replace traditional vehicle registration booklets. This initiative is part of the state’s Digital UP Mission, which aims to streamline government processes, enhance transparency, and reduce corruption while providing convenience to vehicle owners.
As part of this reform, the new chip-based registration certificates (RCs) will contain two types of data: one that is physically visible and another that can be accessed electronically via a card reader. The change is expected to revolutionize the way vehicle registration is handled in the state, offering several advantages over the outdated paper-based system.
The Benefits of Chip-Enabled Smart Cards for Vehicle Registration
The shift to chip-enabled smart cards marks a significant leap in digital governance, with several key advantages for vehicle owners and the government. The smart card RCs will be equipped with a microchip, which offers enhanced security and data protection. According to Dayashankar Singh, the Minister of State for Transport (Independent Charge), the smart card will eliminate the risks associated with traditional paper-based RCs, such as damage due to water exposure or wear and tear.
“The chip-based RC will provide a durable, long-lasting solution that ensures data security through the microchip,” Singh said. “It will also help to reduce fraud by preventing the duplication of documents, ensuring that only authentic records are used for verification purposes.”
These chip-enabled smart cards will also make the verification process quicker and easier for law enforcement agencies and the Transport Department. Police officers and government officials can use a card reader to quickly access critical information, ensuring more efficient vehicle checks and better enforcement of road safety regulations.

The chip-enabled RC will contain a variety of essential information about the vehicle, securely stored in the chip. Some of the key details include:
- Vehicle Registration Number
- Date of Registration and Validity
- Chassis Number and Engine Number
- Owner’s Name and Address
- Fuel Type
- Emission Standards
- Vehicle Model, Color, and Specifications
- Seating, Standing, and Sleeping Capacity
- Weight and Horsepower
- Wheelbase
- Financier Details (if applicable)
By digitizing this data, the Transport Department aims to reduce administrative errors, prevent fraud, and provide a more reliable system for vehicle registration and verification. The card’s dual data format, which combines visible and hidden information, adds an extra layer of security, ensuring that the data cannot be tampered with or altered.
