A transformative move to enhance police-public trust and streamline complaint handling in Ghaziabad

Ghaziabad, April 20, 2025 — In a landmark initiative aimed at improving transparency and strengthening public trust, the Ghaziabad Police have begun delivering First Information Reports (FIRs) to citizens at their doorstep, starting Saturday. The initiative is part of a larger citizen-centric reform drive launched by newly appointed Police Commissioner J Ravinder Goud, who assumed office on April 17.

The doorstep FIR delivery marks the first of 14 directives issued by the Commissioner in a meeting with senior officers, including Deputy Commissioners of Police (DCPs) and Assistant Commissioners of Police (ACPs), to boost accessibility, accountability, and citizen engagement.

A First in District-Wide Public Policing Initiatives

Speaking on the development, DCP (City Zone) Rajesh Kumar said,

“One of the major steps rolled out is the doorstep delivery of FIRs. Beat constables will now visit the homes of complainants to hand over hard copies of their FIRs, ensuring transparency and convenience.”

The reform has been implemented across all police stations in Ghaziabad and is designed to simplify the complaint process, especially for those unable to revisit police stations due to health, distance, or personal constraints.

14-Point Directive Focused on Reform and Respect

The new Police Commissioner’s blueprint for reform includes a 14-point directive focusing on better communication between the police and the public. Key highlights include:

  • No request for bribes or favors: Policemen have been strictly instructed not to demand or accept any financial or other benefits, especially during routine processes like passport or character verification. Any violation will lead to strict legal action.
  • Restoring public access: The CP has moved back to the main police headquarters from Harsaon police lines, where his predecessor operated. This makes the top police official more accessible to citizens.
  • Respectful treatment at police stations: SHOs have been directed to be courteous to all visitors. Complainants—especially women, children, senior citizens, and people with disabilities (divyangs)—must be treated with dignity. Officers are also instructed to offer water and seating to those waiting.
  • Dedicated hours for complaint hearings: All Station House Officers (SHOs) will now be available daily between 10 a.m. and 2 p.m. to hear public grievances.
  • Zero-FIRs must be registered: Officers are required to register all FIRs, including zero-FIRs, and forward them to the appropriate jurisdiction for action.
  • Accountability for local crimes: SHOs will be held accountable for activities such as gambling, illegal sand mining, liquor trade, and land grabbing in their jurisdiction.

Legal Process Strengthened With Transparency

In a significant measure aimed at preventing misuse of legal provisions, CP Goud has made it mandatory that:

  • No action be taken under the Goonda Act or similar laws without clear evidence.
  • Any removal or modification of names or sections in FIRs will now require approval from senior officers.
  • In case of public complaints to the CP, the assigned inquiry officer must contact the complainant within 24 hours.

These changes are aimed at curbing arbitrary arrests, enhancing fairness, and ensuring a system where due process is followed rigorously.

Public response to the changes has been largely positive. Local residents and social activists have welcomed the doorstep FIR delivery and increased transparency, calling it a step towards rebuilding trust in law enforcement.
