Punjab’s New Mining Policy Empowers Landowners, Ends Auctions to Curb Corruption
Chandigarh — In a landmark move to restructure its mining sector, the Punjab Government unveiled a new mining policy that transfers the power over sand and gravel resources directly into the hands of landowners, eliminating middlemen and dismantling auction-based systems that were historically plagued by corruption.
Announced jointly by Finance Minister Advocate Harpal Singh Cheema and Mining & Geology Minister Barinder Kumar Goyal, the policy promises transparency, increased state revenue, and better regulation through digital tools and surveillance systems.

From Auctions to Ownership: Landowners Empowered
The centerpiece of the policy is the abolishment of auctions for mining sand and gravel. Now, landowners with mineral-bearing lands can apply for mining rights directly through the Punjab Mining Portal, where standardized forms for Landowner Mining Sites (LMS) and Crusher Mining Sites (CRMS) are now available.
“This is a historic shift. We are giving control back to the people and dismantling the corrupt auction system nurtured under previous regimes,” said Finance Minister Cheema.
The user-friendly application portal allows landowners to submit necessary documentation, including land ownership proof and mining proposals. The Department of Mines & Geology will issue Letters of Intent (LOI) to eligible applicants after verification.
Fighting Illegal Mining with Technology
To enforce compliance and halt illegal sand and gravel trade, the policy mandates CCTV surveillance and RFID tracking of mining activities and vehicle movement. The data will be monitored in real-time by government departments to ensure full traceability.
“These tech-based checks will not only discourage black-market activities but also ensure our natural resources are protected and legally mined,” stated Minister Goyal.
Simplified Process, Fast-Tracked Clearances
Once landowners receive their LOI, they must obtain approvals such as:
- Environmental Clearance (EC) from the State Environment Impact Assessment Authority (SEIAA)
- Consent to Operate from the Punjab Pollution Control Board (PPCB)
A dedicated helpline (1800-180-2422) and district-level nodal officers will assist applicants in navigating regulatory hurdles. Additionally, capacity-building workshops will train users on the portal and procedural compliance.
Economic Boost with Transparency
By eliminating auction-based licenses and middlemen, the policy is expected to increase state revenues through fixed royalties, which reduce scope for manipulation. It also ensures that profits stay within local communities, enabling rural economic upliftment.
