Punjab Government Overhauls Revenue Services: Faster Processing, Online Access, and Zero Tolerance for Corruption
Chandigarh, April 15, 2025 – In a significant move to enhance public service delivery and curb corruption, Punjab Finance Minister Harpal Singh Cheema has unveiled a series of reforms aimed at streamlining the state’s revenue services. These measures are set to expedite processes, promote transparency, and ensure accountability within the Revenue Department.
Streamlining Revenue Services: A Commitment to Efficiency
Minister Cheema announced that all pending cases related to uncontested mutations, copying services, income certificate issuance, and revenue record inspections will be resolved by April 30, 2025. This initiative addresses the backlog of over 26,000 pending mutation attestations, 17,400 copying service requests, 4,362 income certificate applications, and 2,123 revenue record inspections. By setting a firm deadline, the Punjab government aims to eliminate delays and improve service delivery.
Starting May 1, 2025, the stipulated time for attestation of uncontested mutations will be reduced from 45 to 30 days. This change is expected to expedite property transactions and reduce bureaucratic hurdles for citizens. Additionally, Deputy Commissioners will monitor pending cases daily to ensure timely resolution and prevent further delays.

To facilitate easier access to services, the Punjab Revenue Department has introduced an online portal where citizens can directly submit mutation requests. This digital approach eliminates the need for physical visits to government offices, reducing the scope for corruption and enhancing efficiency. Services such as copying, income certificate issuance, and revenue record inspections, previously available through Sewa Kendras, can now be accessed online, streamlining the process for the public.
The online portal is part of the Punjab government’s broader initiative to digitize public services, making them more accessible and transparent. This move aligns with the state’s commitment to leveraging technology to improve governance and service delivery.
Zero Tolerance for Corruption: Holding Officials Accountable
Minister Cheema emphasized the government’s zero-tolerance policy towards corruption and inefficiency. This includes holding individuals accountable for any undue delays in processing applications or engaging in corrupt activities.
