In 2025, the Bhagwant Mann government underwent a digital revolution, making long lines at government offices obsolete and delivering citizen-centric services directly to citizens’ doorsteps. In order to transform the state’s administration and make government easier for its residents, transparency, accessibility, efficiency, and honesty in service delivery are of utmost importance.

In addition to serving over 1,85,000 citizens at their doorsteps under ” Bhagwant Mann Sarkar, Tuhade Dwaar,” Punjab Good Governance and Information Technology (GG&IT) Minister Aman Arora stated that over 12.46 lakh applications have been processed online since Patwaris were onboarded on the E-Seva portal, highlighting the drastic changes made in the state’s administration. These numbers illustrate a systematic change from a “sifarish and delay” culture to one of digital dignity.

In a first-of-its-kind effort, Punjab empowered its Sarpanchs, Nambardars, and Municipal Councillors (MCs) by allowing them to evaluate applications for various certificates online, according to Aman Arora. By eliminating red tape, this action has spared citizens from having to make numerous trips to confirm the paperwork needed for different certifications.He stated that the goal is to restore the dignity of the average citizen and that the Punjab government, led by Chief Minister Bhagwant Singh Mann, is revolutionizing the previous system by reaching out to citizens instead of making them wait in line.

The state onboarded all Patwaris on the centralized Sewa platform, a move that revolutionized rural governance. In addition to saving farmers and locals a great deal of time, the online processing of more than 12.46 lakh applications has greatly increased transparency, lowering discretion and possible graft.

According to Aman Arora, the “Man Sarkar, Tuhade Dwaar” flagship program has made government services accessible to the general public. Citizens can access 437 citizen-centric services, from certificate applications to pension inquiries, without leaving their homes by just calling helpline number 1076. More than 1.85 lakh services have been effectively provided under the program, demonstrating the public’s trust in the program.
Punjab now issues digitally signed, QR-coded certificates that are emailed straight to the applicant’s cell phone, eliminating any further bureaucratic delays. These are incredibly convenient and tamper-proof because they can be printed anywhere, at any time.

A dashboard was put in place by the Department of Good Governance and Information Technology (DGGIT) to monitor all departmental services in real time. In just one year, the state’s service pendency dropped to just 0.33% thanks to this computerized monitoring tool. The state won first place at the Technology Sabha Conference in Rajasthan as a result of this enormous digital leap.

According to Aman Arora, the DGGIT has eliminated the time-consuming procedure of completing paper forms for 13 important services, including necessary services like caste, income, and residency certifications. To use these government services, citizens no longer have to fill out paper paperwork.

The “Aap De Sarkar, Aap De Dwaar” initiative brought government to the people. Over the course of the year, 11,151 camps were set up throughout the state, addressing 52,380 complaints and providing more than 5.10 lakh services in towns and villages. These camps made sure that a human touch was added to technology’s reach.

“This is only the starting point. Our goal is a service delivery system that is completely contactless, paperless, and frictionless. The time, satisfaction, and trust of the citizens are our top priorities,” Mr. Aman Arora said, adding that 2025 will go down in Punjab’s administrative history as the pivotal year when governance ceased to be a show of power and instead evolved into a dependable service. The government is now at your doorstep rather than a faraway place.
