Punjab Cabinet Clears Major Governance Reforms to Ease Public Services Under CM Bhagwant Mann

Punjab Cabinet approves key administrative reforms under CM Bhagwant Mann, including digital land records, new tehsils, and relief for special teachers.

Under the direction of Chief Minister Bhagwant Singh Mann, the Punjab Cabinet approved a number of administrative and governance reforms on Monday with the express goal of facilitating residents’ everyday contacts with the Punjab government. The Cabinet pushed for changes to modernize land revenue laws through digital records, granted long-overdue relief to Special Teacher Educators under Samagra Shiksha, upgraded Sub-Tehsil Banur to a full-fledged Tehsil in Sahibzada Ajit Singh (SAS) Nagar district, and established Hariana as a new Sub-Tehsil in Hoshiarpur, all of which marked a clear shift towards citizen-first, service-oriented governance.

The change will greatly simplify people’ access to administrative services and eliminate the need for long-distance travel for normal official work, according to the Chief Minister’s Office, which shared details of the decisions made at the Cabinet meeting. In the interest of the general public, the decision was made to guarantee quicker and more convenient service delivery.

Modification to the 1887 Punjab Land Revenue Act

The Cabinet also authorized changes to the Punjab Land Revenue Act, 1887 pertaining to the appeals procedure, which was a significant relief for the populace. Reduced needless litigation, time savings for litigants, and the avoiding harassment of non-litigants are the goals of the modifications.

Additionally, the modifications will strengthen citizen-friendly, paperless record-keeping and increase openness in land administration by granting legal sanctity to digital signatures and data.

In order to streamline land-related processes, the Punjab government has already developed the e-services platform, https://eservices.punjab.gov.in, the Cabinet remarked. This platform allows residents to apply online for Khangi Taqseem (family partition) by simply clicking once and providing basic information. This project will facilitate the purchase and sale of land, expedite land delineation, settle conflicts amicably, allow for prompt crop damage compensation, and make it simpler to acquire Zamabandi copies.

Age-Related One-Time Relaxation for Special Education Teachers

A one-time modification of the maximum age limit for contractual Special Teacher Educators employed under the Samagra Shiksha Abhiyaan was also authorized by the Cabinet. This will allow them to be regularized in the Punjab Department of School Education.By keeping qualified and experienced teachers on staff, this choice will guarantee the continuation of inclusive education for children with special needs. The state exchequer would not be subjected to any additional financial strain as a result of this decision, the Cabinet clarified.
