CM Mann Vows End to Corruption, Launches Online Land Registry System in Punjab

Punjab CM Targets Corrupt Officers, Announces Online Registry System and Highlights 54,000 Merit-Based Jobs

Ludhiana, May 14, 2025 — In a strong message to the bureaucracy and a major step toward transparent governance, Punjab Chief Minister Bhagwant Singh Mann declared that his government has “nailed the corrupt officers” to protect the common man from harassment and ensure fair, people-first governance across the state.

Speaking at a public function in Ludhiana, the CM criticized revenue officers for engaging in corrupt practices and staging “mass leaves” as blackmail tactics, asserting that the AAP government has zero tolerance for corruption. Mann also emphasized the rollout of an under-trial online land registration system, poised to revolutionize the land registry process in Punjab.

“License for Corruption Won’t Be Tolerated”: CM Mann’s Firm Stand

In a scathing indictment of revenue officials involved in unethical practices, CM Mann said the government will not bow to those seeking a ‘license for corruption.’

“The harassment of the common man by corrupt officers is no longer tolerable. We’ve taken exemplary action to stop it,” Mann stated.

He added that police action has already been initiated against several errant officers and reiterated that public service delivery must remain uninterrupted and honest. He described past revenue department strikes and mass leaves as a “form of blackmail”, which the government swiftly and strictly addressed.

Digital Revolution: Online Land Registry System Under Trial

A key highlight of CM Mann’s address was the announcement of a pilot project for online land registry in Punjab.

Features of the Upcoming System:

  • Citizens will be able to apply at Sewa Kendras
  • Registry documents will be delivered to their doorstep
  • The system will significantly reduce red tape and officer discretion

“This will be a first-of-its-kind initiative in the state,” Mann said. “It will transform how registries are handled, reducing delays, eliminating corruption, and enhancing transparency in land transactions.”

This reform is expected to be implemented statewide soon, replacing a long-criticized manual system with a technology-driven, citizen-friendly model.

Over 54,000 Youth Given Merit-Based Jobs: AAP’s Governance Model

CM Mann also highlighted the AAP government’s achievements in employment generation, citing the creation of more than 54,000 jobs for the youth of Punjab.

“Each job was given on pure merit, without any corruption or political favoritism,” Mann emphasized.

He underscored that empowering youth with fair employment opportunities is key to building a self-reliant, progressive Punjab. The initiative aligns with the government’s broader commitment to transparency, fairness, and inclusive development.

Key Highlights from CM Mann’s Address

  • Corrupt revenue officers have been held accountable; strict action taken
  • Online land registry system under trial to curb corruption and simplify services
  • Zero tolerance policy against harassment of common citizens
  • 54,000+ merit-based jobs created in less than a year
  • Government aims to make Punjab a model of honest, digital-first governance

Public Response & Political Impact

CM Mann’s uncompromising stand against corruption has received positive responses from civil society groups and citizens alike, many of whom have long suffered under corrupt bureaucratic systems.

Political analysts view the reforms as part of AAP’s broader agenda to clean up governance in Punjab. With elections on the horizon, the campaign against corruption and the promise of digital reforms could serve as key voter mobilizers.
