Jail Minister Bhullar Conducts Surprise Inspections, Announces Tough Measures Against Drug Use and Illegal Mobile Access

Chandigarh, May 16, 2025 — In a significant technological leap for prison reform, the Bhagwant Mann-led Punjab government has initiated the deployment of Artificial Intelligence (AI)-powered cameras in jails across the state. These state-of-the-art surveillance systems will monitor jails 24×7, aimed at eradicating the use of illegal drugs, mobile phones, and curbing criminal activity from within the prison system.

The initiative, spearheaded by Punjab Jail Minister Laljit Singh Bhullar, marks a new era of digital vigilance. As part of the launch, Bhullar conducted surprise inspections of Rupnagar and Kapurthala Central Jails, sending a clear message that the state will not tolerate any negligence in prison management.

AI Surveillance: Transforming Prison Security

The new security upgrade leverages AI-driven camera systems that offer real-time monitoring, behavior detection, and anomaly alerts. Unlike traditional CCTV setups, these advanced systems can flag suspicious movements, unauthorized gatherings, or possible contraband exchanges — empowering prison authorities to take swift action.

“Our goal is to completely eliminate the drug menace and mobile usage in jails. The new AI cameras are designed to monitor every corner continuously,” Bhullar stated during his visit.

Zero Tolerance for Illegal Activity

Minister Bhullar reiterated a zero-tolerance policy toward illegal activities within the prison walls. He issued a stern warning to jail officials and staff, making it clear that strict disciplinary action would be taken against any employee or inmate involved in the smuggling or usage of drugs, mobile phones, or other banned items.

He cited recent disciplinary measures taken against officers at Sangrur Jail as a model for holding personnel accountable.

“Negligence of duty will not be tolerated under any circumstances. Jail is meant for correction, not criminal collaboration,” Bhullar emphasized.

Modernization Beyond Cameras: Jammers and Facilities

In addition to the AI surveillance rollout, the Mann government is installing mobile jammers across all state jails. This dual-layered approach is designed to prevent unauthorized communication from inmates, a major concern in managing prison gangs and narcotics networks.

The Minister assured that CM Bhagwant Mann has already approved the installation plans, and the process is underway.

Focus on Rehabilitation, Not Just Punishment

While enhancing security remains a priority, the Mann government is also committed to rehabilitating prisoners. Bhullar highlighted the administration’s efforts to reintegrate inmates as productive citizens, offering them vocational training and recreational facilities.

During his visit to Kapurthala Jail, he:

  • Inspected the jail hospital and reviewed healthcare, food, and sanitation provisions
  • Inaugurated a sports stadium to promote inmate well-being
  • Interacted with women inmates to understand their grievances
  • Visited the jail’s manufacturing unit, where prisoners create goods as part of their skill-building program
