Haryana : Chief Minister Nayab Saini on Thursday unveiled a comprehensive set of measures aimed at enhancing career prospects, financial benefits, and overall welfare for jail warders and head warders, addressing long-standing service issues and improving working conditions across the state’s prison system.
Under the new scheme, jail warders will be eligible for promotion to Head Warder after 18 years of service. Officers and employees awarded the Correctional Service Medal will receive a one-year extension in service. Additionally, jail warders and head warders will now receive allowances equivalent to those of police constables.

Significant financial incentives have also been introduced. The ration allowance has been increased 2.5 times to ₹1,500 starting from the next financial year. Conveyance allowances have risen from ₹50 to ₹720, and uniform allowances have been boosted to ₹7,500.
The announcements were made during the first convocation parade ceremony of newly trained officers and warders at the Jail Training Academy in Karnal, which CM Nayab Saini attended as Chief Guest. He praised the trainees for their discipline, dedication, and commitment to public service, highlighting the pride and satisfaction of parents seeing their children in uniform.
CM Nayab Saini Highlights Women Empowerment and Prison Reforms
The ceremony marked a milestone for 116 newly inducted Assistant Superintendents and Warders, including one woman Assistant Superintendent and eight women warders, reflecting a step forward in women’s participation and empowerment in the prison services.

CM Nayab Saini emphasized that convocation ceremonies in uniformed services symbolize not just training completion but also mental, physical, and moral transformation, preparing officers to shoulder public responsibility. He described prisons as vital societal institutions, serving as centers of reform, rehabilitation, and human development rather than mere punishment.
Nayab Saini also lauded the modern training programs at the Karnal academy, which cover human rights, psychological awareness, legal knowledge, physical fitness, and ethical values, underscoring that the uniform represents responsibility, duty, and service to society.
