Haryana CM Nayab Saini Reviews District Sanitation, Waste Management, and Governance with CMGGAs

CMGGAs highlight gaps in waste segregation, drain cleaning, manpower, and public awareness

Chandigarh:  Haryana Chief Minister Sh. Nayab Saini held a comprehensive review meeting with Chief Minister’s Good Governance Associates (CMGGAs) at his residence, Sant Kabir Kutir, Chandigarh, to assess district-wise progress on cleanliness, waste management, sanitation systems, grievance redressal, and administrative efficiency.

During the meeting, CMGGAs raised on-ground concerns including weak waste segregation, drain-cleaning gaps, sewer blockages, manpower shortages, and low public awareness. Dr. Yash Pal, Project Director of the CMGGA Programme, was also present.

Municipal Commissioners participating via video conferencing were issued clear, time-bound directives to establish robust waste management systems, ensure regular cleaning of drains and sewer lines, promptly remove blockages, and expedite pending sanitation projects.

To strengthen accountability, the Chief Minister Nayab Saini instructed that Municipal Commissioners act as nodal officers for sewerage-related complaints in their districts, coordinating closely with the Public Health Engineering (PHE) Department and adhering strictly to timelines for complaints received through public grievance platforms.

He held one-on-one discussions with commissioners from districts performing below average on cleanliness and sanitation, emphasizing that visible improvements must translate into measurable outcomes under established sanitation benchmarks.

CM Nayab Saini Calls for Efficient Staffing and Streamlined Administration

Highlighting administrative efficiency, CM Nayab Saini directed officials to ensure adequate staffing at the district level, rationalize deployments to remove bottlenecks, and streamline processes for quicker disposal of files.

To enhance public participation, he called for intensified awareness campaigns, asking CMGGAs to identify garbage hotspots and organize focused cleanliness drives, supported by prominent Swachhta slogans and community engagement.

In a significant step to tackle substance abuse, the Chief Minister instructed that a 10-bed ‘Nasha Mukti’ (de-addiction) ward be established in every district hospital, with CMGGAs monitoring progress, identifying implementation hurdles, and submitting evidence-based reports.

CMGGAs were also directed to work closely with Deputy Commissioners (DCs) in the areas of education, health, and sanitation to ensure effective policy execution and improved public service delivery.

The meeting was attended by Dr. Saket Kumar, Additional Principal Secretary to the CM; Mohammed Shayin, Commissioner & Secretary, PHE; Sh. Ashok Kumar Meena, Director General, Urban Local Bodies; Sh. K. Makarand Pandurang, DG, Information, Public Relations, Languages & Culture; and other senior officials.

The CMGGA programme, implemented by the Government of Haryana in collaboration with the Global Village Foundation (GVF), connects policy planning to grassroots implementation through its “Framework to Fieldwork” approach, ensuring effective translation of strategies into on-ground results.
