Haryana Govt Moves to Ensure Smooth Online Transfers With Policy Clarifications

Chief Secretary Anurag Rastogi directs uniform interpretation to avoid inconsistencies and legal challenges in State’s inaugural online transfer exercise.

Haryana  : The Haryana Government has issued an urgent clarification to ensure consistent interpretation of the terms “Notional Vacancy” and “Notional Category” under the Model Online Transfer Policy, 2025, ahead of the State’s inaugural online transfer exercise.

In a letter sent to all Administrative Secretaries and Heads of Departments,Haryana Chief Secretary Anurag Rastogi noted that varying interpretations across departments had created inconsistencies in implementation and increased the risk of legal challenges. After reviewing the issue in line with legal guidelines, policy objectives, and administrative feasibility, a uniform directive has been issued.

Haryana  : First transfer drive excludes pre-policy vacancies 

According to the clarification, vacancies that existed prior to the notification of the transfer policy will not be classified as notional vacancies or placed under a notional category during the first online transfer drive. Vacancies arising between the policy’s notification date and the qualifying date will be treated as notional vacancies or categories only as a one-time measure.

Vacancies emerging after the qualifying date will be considered for notional vacancy or category treatment only in subsequent transfer exercises, and not in the ongoing online transfer process.
