Haryana has begun extensive preparations for Census-2027, with a focus on ensuring its timely and accurate execution. Chief Secretary Sh. Anurag Rastogi virtually addressed a one-day conference of Divisional Commissioners, Deputy Commissioners, and Municipal Corporation Commissioners, highlighting that the Census is not just a statistical exercise but a critical foundation for policymaking, welfare schemes, and infrastructure planning for the next decade. He emphasized that the exercise will also test the state’s administrative, technical, and coordination capabilities.
The Chief Secretary stated that the purpose of the conference was to familiarize senior officers and Principal Census Officers with Census methodology, clarify roles and responsibilities, and ensure proper adherence to guidelines. He stressed that Census data is essential for development planning, citing the 2011 Census, which helped identify districts with low child sex ratios and informed targeted interventions like the ‘Beti Bachao, Beti Padhao’ programme.
Rastogi underscored that Deputy Commissioners and Municipal Corporation Commissioners have a pivotal role in ensuring compliance with central guidelines, appointing and training enumerators and supervisors, covering all districts, and completing tasks within the stipulated timeline. Divisional Commissioners were instructed to monitor district progress regularly and guarantee time-bound execution.
Haryana Census-2027 to be Fully Digital: Dr. Misra
Financial Commissioner and Additional Chief Secretary, Dr. Sumita Misra, highlighted the need for precision and vigilance in the Census process. She stressed that officials and staff must receive proper training and sensitization, and that allocated funds for Census activities should be used efficiently. Dr. Misra announced that, for the first time in India, Haryana’s Census will be conducted entirely in digital mode. The first phase, “House Listing and Housing Census,” will run from May 1 to May 30, 2026. This will be Haryana’s sixth Census since its formation in 1966.
Citizens will also have the option of self-enumeration through an online portal launching on April 16, 2026. Participants can pre-fill their details online and receive a unique Self-Enumeration ID via SMS and email, enabling enumerators to simply verify the information during their visits, saving time and improving accuracy.

Director of Census Operations, Sh. Lalit Jain, shared that around 50,000 House Listing Blocks across 203 rural and urban charges will be covered, with more than 50,000 enumerators and 8,000 supervisors deployed. A phased training system will involve master trainers and field trainers, and enumerators will receive an honorarium of ₹25,000 upon successful completion of both Census phases.
House Listing Mobile App Ensures Seamless Data Collection for Haryana Census-2027
A dedicated House Listing Operation mobile application will be installed on enumerators’ personal devices, functioning offline to ensure uninterrupted data collection in remote areas. Data will automatically sync once network connectivity is available. The app will be compatible with both Android and iOS devices and monitored via real-time dashboards to track progress at every level.
To address challenges and ensure smooth coordination, a District Census Coordination Committee will be formed in each district, involving departments like Revenue, Education, Police, Health, Panchayati Raj, IT, and Public Relations. A comprehensive public awareness campaign will also be launched to foster public trust, and officials assured that all personal data collected will remain strictly confidential and will not be used for any other purpose.
The conference concluded with a special cultural presentation—a ragini titled “Janaganana Buniyad Desh Ki, Loktantra Ki Hai Pehchan”—celebrating the spirit of the Census.
