Chandigarh: Haryana Chief Minister Nayab Singh Saini on Tuesday stated that while democracy guarantees citizens the right to protest and express dissent, the Opposition’s decision to stage a demonstration at the main entrance of the Haryana Vidhan Sabha was inappropriate.
Commenting on the Congress Party’s protest outside the Assembly earlier in the day, CM Saini emphasised that the right to dissent must be exercised responsibly without disrupting the functioning and decorum of the legislature.
He suggested that if members wish to voice their concerns through a demonstration, they can do so at a designated site in Sector-25, Chandigarh. “They may stage a peaceful protest there for an hour or two without any obstruction,” he added.
CM Saini Emphasises Speaker’s Role as Custodian of Haryana Assembly
Highlighting institutional responsibility, CM Saini said that maintaining the dignity of the House is the prerogative of the Speaker, who acts as the custodian of the Assembly. He affirmed that the government fully supports all decisions taken by the Speaker in this regard.

The Chief Minister also praised the Speaker for ensuring fairness and impartiality in proceedings. He noted that all members, irrespective of party affiliation, have been given adequate opportunities to express their views, and the Chair has consistently upheld the traditions and impartiality of the House.
