Haryana QAA, under CM Nayab Singh Saini, strengthens quality, transparency, and accountability in engineering projects with audits, QR codes, and SOPs.

Under the guidance of Chief Minister Sh. Nayab Singh Saini, the Quality Assurance Authority (QAA), Haryana, is tasked with strengthening quality, transparency, and accountability in engineering and infrastructure projects across the state.

Sh. Rajeev Arora (Retd. IAS), Chairman of QAA, stated that following the Chief Minister’s directives, detailed technical audits of 25 major infrastructure projects across multiple departments have been conducted in two phases. These audits assessed design adequacy, DPR compliance, construction quality, contract management, safety, and long-term sustainability. Detailed Technical Audit Reports have been shared with concerned Administrative Departments and Executing Agencies for corrective action.

QAA is also preparing a consolidated presentation by 16th February 2026, incorporating ATRs from departments alongside QAA’s independent observations, recommendations, and action suggestions against officials, if required. All audit reports will be linked to the Haryana Engineering Works Portal and the Chief Minister’s Dashboard, with the Public Health Engineering Department acting as the nodal agency for implementation.

To ensure high-quality project execution, engagement of DPR and design consultants is now mandatory for all greenfield roads, bridges, flyovers, road over/underbridges, buildings costing ₹5 crore and above, and road upgrades costing ₹25 crore and above. For lower-value projects, SOPs and standard design templates will be developed in consultation with stakeholder departments and the Chief Architect, with QAA overseeing finalization, standardization, and periodic review. Third-Party Inspection and Monitoring Agencies will also be engaged for projects above ₹5 crore to ensure independent quality checks.

For transparency and social audit, QR codes will be displayed at all project sites, linking to digital pages containing DPR summaries, approved technical specifications, contractor details, Engineers-in-Charge, consultants, and monthly updates on project progress. Splitting of projects is disallowed; all projects must be sanctioned through a single administrative approval and tender covering all interdependent components.

Drainage planning is now mandatory for all DPRs, with departments tasked to standardize urban and rural drainage designs, ensure inter-departmental coordination, and promote sustainable methods like underground recharge wells. Encroachments on government land along roads and canals will be removed in coordination with Revenue Authorities, with Right of Way demarcation undertaken using GPS/GIS technology and stone pillars.

Projects will be rated based on QAA’s Standard Operating Methods and Procedures scoring system: below 75 marks – unsatisfactory, 75–90 – requires improvement, above 90 – satisfactory. QAA will also assist in formulating a comprehensive Bridge Maintenance Policy with PWD (B&R), Haryana, as the nodal department.

To maintain quality assurance, QAA will conduct regular audits, engage officers from government quality control wings, and deploy 2026 batch GATE-qualified professionals through HKRNL as Associates for Quality Assurance. Additionally, QAA will organize training and capacity-building programs to sensitize and train young engineers, ensuring consistent quality across Haryana’s infrastructure projects.
