Chandigarh, March 3 – In a significant move aimed at providing long-overdue relief to industrialists across the state, the Punjab government, led by Chief Minister Bhagwant Singh Mann, has approved a One-Time Settlement (OTS) scheme to resolve long-standing industrial disputes. This decision, made on March 3, 2025, is set to benefit 1,145 industrialists and aims to address over four decades of pending cases, enabling industrialists to clear their dues and reinvest in their businesses, contributing to the state’s economic growth.

The decision to introduce the OTS scheme was taken in a Cabinet meeting held under the chairmanship of Chief Minister Bhagwant Mann. The scheme is expected to ease the financial burden on businesses, reduce legal complexities, and provide a much-needed boost to the state’s industrial sector.

OTS Scheme: A Lifeline for Punjab’s Industrialists

The OTS scheme aims to resolve disputes related to enhanced land costs and delayed principal payments on industrial plots and sheds. The move is expected to benefit industrialists who have faced unresolved issues for years, particularly those in the Industrial Focal Points developed by the Punjab State Industries Export Corporation (PSIEC). These industrial hubs are vital to the economic growth of the state, and this initiative will clear the way for industrial revival.

Under the scheme, 1,145 industrialists across Punjab will receive the opportunity to settle their dues at a nominal 8% simple interest rate, with 100% waiver on penal interest. This financial relief is expected to stabilize businesses, prevent closures, and foster new employment opportunities in the state.

Who Will Benefit from the OTS Scheme?

The OTS scheme is targeted at defaulter plot holders whose original allotments were issued on or before January 1, 2020. The scope of the scheme extends to industrial plots, sheds, and residential plots in the Industrial Focal Points. By offering industrialists the chance to clear their outstanding dues, the scheme aims to help them get back on track and reinvest in their businesses.

Additionally, even plot holders whose allotments were canceled will have the chance to reclaim their plots by paying the outstanding dues. This provision offers industrialists a second chance to resume and expand their operations.

To make the process easier for applicants, the PSIEC will establish a virtual help desk. This initiative will ensure that industrialists can access assistance, guidance, and support while applying for the scheme, making the settlement process smooth and hassle-free.

Other Cabinet Approvals

In addition to the OTS scheme, the Punjab Cabinet also approved a policy to allow the surrender of layout plans for industrial park projects. Under this policy, promoters can surrender their layout plans, provided they clear their outstanding dues. This move addresses issues faced by developers in the Industrial Park Policy and helps streamline the process for industrial development.

Furthermore, the Cabinet approved an amendment to the Punjab State Public Service Commission (Condition of Service) Regulation Act, which will allow for a more streamlined process in appointing chairmen and members of the Commission.
