Chandigarh, March 13, 2025: In a major push to streamline the mining sector and support local industries, Punjab Mining and Geology Minister, Brinder Kumar Goyal, has announced plans to simplify the process of obtaining environmental clearances. The goal is to ensure the easy availability of minor minerals for local residents, which will not only aid farmers but also bolster the state’s critical brick kiln industry.

During an urgent meeting with officials from the State Environmental Impact Assessment Authority (SEIAA), the Punjab Pollution Control Board (PPCB), and the Mining Department, Minister Goyal outlined a comprehensive strategy to facilitate faster approvals and remove bottlenecks in the system. The initiative is aimed at improving accessibility to minor minerals and providing necessary support to industries relying on soil excavation.

Addressing Farmers’ Concerns Over Environmental Clearances

One of the key issues raised during the meeting was the difficulties faced by farmers in obtaining timely environmental clearances for activities like soil excavation. Farmers in Punjab often encounter delays in the process, hindering their ability to level fields or remove soil before planting the next crop.

To resolve this, Brinder Kumar Goyal instructed officials to expedite the approval process and ensure that clearances for soil excavation are provided well in advance, preferably before crop harvesting. This will allow farmers to begin soil removal or field leveling immediately after harvesting, ensuring that they can sow the next crop on time and avoid delays in the agriculture cycle.

The mining minister emphasized that this approach would not only benefit farmers but also revitalize Punjab’s brick kiln industry by ensuring a steady supply of local soil.

Revitalizing Punjab’s Brick Kiln Industry

The brick kiln industry plays a crucial role in infrastructure development, as bricks are an essential component of all types of construction. However, the industry’s dependence on soil from other states has increased costs, making bricks more expensive and less accessible to local residents.

To reduce this dependency, Minister Goyal proposed a two-fold solution. First, by making local soil more readily available through the streamlined environmental clearance process, the state’s brick kiln owners will no longer need to rely on out-of-state suppliers. This will significantly lower transportation costs and make bricks more affordable for residents. Secondly, the availability of local soil will allow brick kiln owners to operate more efficiently, lowering the cost of production and contributing to the state’s economic growth.

“The brick kiln industry is critical for infrastructure projects across Punjab,” said Minister Goyal. “By ensuring that soil is more easily accessible, we aim to lower brick prices and make them more affordable for the people of Punjab.”

Online System for Approvals to Boost Transparency

Another significant reform announced by the Mining Minister was the implementation of an online system for all mining-related approvals. This initiative will eliminate unnecessary paperwork and ensure a transparent and efficient process for obtaining environmental clearances. The online system will make it easier for both farmers and brick kiln owners to apply for and receive approvals, ensuring that the necessary minerals and soil resources are made available in a timely manner.

Additionally, Minister Goyal directed officials to eliminate unnecessary conditions that waste time for farmers and brick kiln owners. This will streamline the process and reduce bureaucratic delays, making the entire process more efficient and responsive to the needs of the community.

Regularizing New Mining Sites and Transparent Policies

The meeting also focused on regularizing 104 new mining sites across the state. These sites will be integrated into the state’s mining framework, ensuring that they comply with environmental regulations while meeting the needs of the local industries that rely on them.

To further enhance transparency and fairness in the sector, the Punjab government will introduce new policies for the crusher industry. These policies will ensure that all mining operations adhere to established environmental standards and that the local economy benefits from sustainable practices.
