Punjab FM Harpal Singh Cheema Criticizes Union Budget 2025 for Ignoring State’s Key Demands

Punjab Finance Minister Harpal Singh Cheema has strongly criticized the Union Budget 2025-26, presented by Finance Minister Nirmala Sitharaman, calling it a “disappointing budget” that fails to address the pressing needs of the state. Cheema, during a press conference at Punjab Bhawan, accused the BJP-led central government of prioritizing political interests over the national development agenda and neglecting Punjab’s specific requirements, especially those of its border districts.

Punjab’s Pre-Budget Proposals Ignored

Finance Minister Cheema expressed his frustration over the Union Budget’s failure to address any of the pre-budget proposals submitted by Punjab. These proposals were discussed during a pre-budget meeting held in Jaisalmer, Rajasthan, on December 20, 2024, where Punjab had raised key demands for addressing the unique challenges of its border districts.

Cheema pointed out that none of the demands for a special industrial package for the five border districts of Punjab were met in the budget. These districts, which face various socio-economic challenges due to their proximity to the India-Pakistan border, have long been in need of targeted financial aid to promote employment and economic growth. Yet, the Union Budget 2025 failed to provide any relief, which Cheema described as a missed opportunity for Punjab’s development.

Union Budget Favors Political Interests Over National Needs

The Punjab Finance Minister went on to claim that the Union Budget 2025 was more focused on the BJP’s political interests rather than addressing the needs of the nation. According to Cheema, the budget disproportionately catered to states that are aligned with the BJP, particularly those with elections scheduled in the near future, such as Bihar. This, Cheema argued, undermines the notion of a national budget that should serve the interests of all states equally, regardless of political affiliations.

Cheema’s comments reflect a growing sentiment among opposition leaders that the central government’s fiscal policies are often designed to benefit BJP-ruled states, leaving other regions, especially those with different political leadership, sidelined. The Finance Minister’s assertion that the Union Budget ignored Punjab’s specific needs has sparked criticism from various quarters, with calls for a more equitable approach to budget allocations.

The Case of Punjab’s Border Districts

One of the most significant omissions, according to Finance Minister Cheema, is the lack of a special industrial package for Punjab’s border districts, which face numerous challenges. These districts, located along the India-Pakistan border, often experience heightened security risks, instability, and limited access to resources. As a result, they require specific government support to stimulate local economies and create employment opportunities.

The Punjab government has repeatedly advocated for a special industrial package aimed at fostering industrial development, creating jobs, and improving the overall socio-economic conditions in these regions. However, the Union Budget 2025 has provided no such provisions, leaving local leaders frustrated and concerned about the long-term economic well-being of these border areas.

The Growing Discontent Among Opposition Parties

Cheema’s criticism of the Union Budget is not an isolated voice. Other opposition leaders from Punjab and across the country have also expressed concerns about the budget’s neglect of specific regional issues. The budget, they argue, has failed to address the needs of states facing economic challenges, particularly those in border regions.

In addition to Punjab’s concerns, other states have also raised alarms about the central government’s focus on elections in key BJP-ruled states, further highlighting the political undertones of the fiscal planning process. With many leaders accusing the BJP-led government of using the budget to serve its political agenda, the debate around regional disparities in budget allocations has gained momentum.

Punjab Government’s Commitment to Development

Despite the Union Budget’s shortcomings, Finance Minister Harpal Singh Cheema reassured the people of Punjab that the Punjab government, under the leadership of Chief Minister Bhagwant Mann, would continue to advocate for the state’s rightful demands. Cheema made it clear that the Punjab government would not be deterred by the central government’s neglect and would keep pushing for policies that support the state’s economic development, especially in its border districts.

“We will not accept this injustice,” Cheema said firmly. “The Punjab government is committed to improving the socio-economic conditions of the state and will continue to fight for its people, no matter the political climate in Delhi.”

The Union Budget 2025 has certainly sparked controversy, particularly for states like Punjab, which feel sidelined in the national discourse. As debates continue over the budget’s political motivations and its failure to address regional disparities, the focus now turns to the future.

For Punjab, the key takeaway from this year’s budget is the need for a more inclusive and equitable fiscal approach. While the state government has expressed its disappointment, the push for economic fairness and focused development remains a central priority.

As the Punjab government continues to push for change, the call for special provisions for border districts and greater fiscal autonomy remains urgent. Whether or not the Union Budget 2026 addresses these concerns will be a critical factor in shaping the future of Punjab’s development and its relationship with the central government.
