Punjab Expands “Bhagwant Mann Sarkar, Tuhade Dwaar” Scheme to Offer 406 Services at Your Doorstep

In a major leap towards improving accessibility and streamlining the delivery of government services, Punjab’s Governance Reforms Minister, Aman Arora, announced the expansion of the “Bhagwant Mann Sarkar, Tuhade Dwaar” scheme. Initially launched in December 2023 with a limited set of services, the scheme now delivers an impressive 406 citizen-centric services directly to the doorsteps of Punjab’s residents. This move marks a significant step towards making essential government services more accessible and efficient for all.

Expanded Reach of the Scheme

On February 6, 2025, Minister Aman Arora officially flagged off the expanded “Bhagwant Mann Sarkar, Tuhade Dwaar” initiative. This expansion introduces 363 new services to the existing 43, broadening the reach of the program to include a range of essential services from 29 major government departments. Among the newly included services are driving licenses, passport applications, police verifications, utility connections, No Objection Certificates (NOCs), and tenant verifications.

The scheme was originally designed to reduce the bureaucratic hurdles, long queues, and extensive paperwork that citizens previously faced while accessing government services. With these services now available at residents’ doorsteps, Punjab’s government is making a bold move to increase efficiency and make governance more citizen-friendly.

Convenience at Your Doorstep

One of the highlights of this scheme is its emphasis on convenience. Instead of spending hours traveling to government offices, residents can now access these services from the comfort of their homes. Citizens can simply dial the helpline number 1076 and avail themselves of the 406 services now available across the state.

Minister Arora explained that over 92,000 applications have already been processed under the scheme, demonstrating the overwhelming public demand and the successful execution of the initiative. The number is expected to grow as more people embrace this doorstep delivery model, which ensures that their documents and services are delivered directly to them.

Cutting-Edge Governance Reforms

Aman Arora stressed that the “Bhagwant Mann Sarkar, Tuhade Dwaar” scheme is more than just a technological advancement; it’s part of a broader effort to simplify government processes, reduce red tape, and ensure that citizens receive timely and efficient services. The initiative is aligned with the state government’s push to digitize services, eliminating the need for physical certificates in many cases.

“Over 77 lakh certificates have already been delivered digitally, with citizens receiving their government-approved documents directly on their mobile phones,” said Arora. This move saves valuable time and eliminates the need for citizens to physically visit government offices for routine documentation.

Additionally, the scheme encourages greater transparency and accountability by enabling citizens to rate the services they receive. As of now, more than 12.95 lakh citizens have participated in the feedback process, giving the scheme an impressive average rating of 4.1 out of 5.

Empowering Punjab’s Citizens

The “Bhagwant Mann Sarkar, Tuhade Dwaar” scheme is part of the Punjab government’s broader commitment to creating a more responsive, accountable, and citizen-focused administration. The initiative has been hailed as a game-changer for the state, as it brings essential services directly to the people—helping them bypass long waiting times, bureaucratic hurdles, and complicated procedures.

“The goal is to ensure that every citizen feels valued and empowered. These services will make it easier for people to access essential government support, especially those in rural or remote areas,” Arora emphasized. The scheme aligns with the vision of Chief Minister Bhagwant Singh Mann, who aims to ensure that governance in Punjab is more inclusive and accessible.

A Focus on Digitalization and Efficiency

Over the past two years, the Punjab government has made significant strides in digitalizing services. More than 9 lakh applications have already been processed online by officials like Patwaris, Sarpanches, Nambardas, and Municipal Corporation staff, further improving the efficiency of the service delivery system.

The state’s efforts to digitize records have not only made the process faster and more transparent but have also helped citizens save money and time by eliminating the need for paper-based applications and in-person visits to government offices. This digital transformation is set to become the new standard for government service delivery across Punjab.

A Look Ahead: Future Plans for Governance Reforms

As the “Bhagwant Mann Sarkar, Tuhade Dwaar” scheme continues to expand, the state government is also focusing on improving the quality of services. Officials have promised further enhancements, including new features for the online platform and additional services for the public.

Additionally, the government is considering the inclusion of even more departments and services in the near future, aiming to cover all major aspects of public life. This ambitious plan will not only improve governance but also significantly reduce the load on government offices, thereby improving efficiency and citizen satisfaction.
