Punjab Government Moves to Strengthen Ex-Servicemen Welfare with PESCO Revamp

Chandigarh, March 11, 2025 — In a bid to further enhance the welfare of ex-servicemen and their families, Punjab Defence Services Welfare Minister Mohinder Bhagat conducted a crucial review of the Punjab Ex-Servicemen Corporation (PESCO) today at the Punjab Civil Secretariat. During the meeting, Bhagat directed officials to take proactive steps to strengthen the operational framework, financial health, and overall service delivery of PESCO.

The review focused on various initiatives aimed at improving the lives of ex-servicemen and their families, including skill training programs and financial security measures. Bhagat reaffirmed the Punjab government’s unwavering commitment to supporting the state’s ex-servicemen, a vital part of the state’s social fabric.

Key Initiatives of PESCO for Ex-Servicemen and Their Families

The Punjab Ex-Servicemen Corporation (PESCO), a pivotal organization established to provide services to ex-servicemen, has already made significant strides in empowering the families of former soldiers. Major General Harmandeep Singh (Retd.), Managing Director of PESCO, along with Col. Nawab Singh Ghuman (Retd.), General Manager (Admin & Security), briefed the minister on the corporation’s ongoing initiatives.

Among the key highlights, the corporation has launched vocational skill training institutes in Mohali and Bathinda. These institutes are designed to enhance the employability of both ex-servicemen and non-servicemen youth by offering them specialized training in various trades. According to PESCO officials, the certifications provided by PESCO are highly regarded by employers, improving the chances of successful employment.

“PESCO’s vocational training initiatives have proven highly beneficial for the youth of ex-servicemen, equipping them with skills for various industries. This has led to improved job opportunities for their families and the larger community,” said Major General Harmandeep Singh.

Ensuring Financial Security and Welfare for PESCO Employees

Minister Bhagat also emphasized employee welfare within PESCO. According to the information presented during the meeting, all employees deputed by PESCO are provided with insurance coverage of Rs 10 lakh, ensuring financial security for those working with the corporation. This measure aims to alleviate any financial concerns for the employees, while also securing the welfare of their families.

The annual administrative report for the corporation was presented during the meeting, along with an assessment of PESCO’s financial status over the past three years. This report highlighted the importance of maintaining fiscal responsibility while ensuring the effective delivery of services to ex-servicemen and their families.

Addressing Challenges in PESCO’s Operations

The review also delved into some of the administrative and operational challenges faced by PESCO. One key area of discussion was the salary structure for security guards employed by PESCO. Minister Bhagat raised concerns about the salaries of these workers and recommended efforts to enhance their pay by classifying the role as a special category. This would not only ensure fair compensation but also improve morale within the workforce.

Additionally, recruitment processes for ex-servicemen to various roles within PESCO were discussed, with an emphasis on creating streamlined and transparent procedures. Bhagat called for a thorough evaluation of the appointment process to make it more inclusive and efficient.

Minister Bhagat’s Commitment to Strengthening PESCO

Minister Bhagat reiterated that the Punjab government is deeply committed to improving the effectiveness of PESCO. He assured the officials that concrete steps would be taken to address the financial challenges and enhance the corporation’s services to meet the needs of ex-servicemen. Furthermore, Bhagat expressed his intention to personally visit PESCO facilities soon to gain a firsthand understanding of the corporation’s operations and further assess its impact on the ground.

“The welfare of our ex-servicemen is a top priority for the government, and we are fully committed to improving PESCO’s services. The men and women who served our country deserve the best support we can provide,” said Bhagat.

Future Plans for PESCO’s Growth and Development

Looking forward, Bhagat laid out a roadmap for the growth of PESCO, which includes expanding vocational training programs, improving employee welfare, and refining administrative processes. The minister also stressed the importance of strengthening financial mechanisms to ensure the long-term sustainability of PESCO’s initiatives.

In line with these efforts, PESCO will continue to work closely with various departments to enhance its community outreach and support services, making sure that the families of ex-servicemen receive the assistance they need to thrive.
