Kaithal, Haryana (July 12, 2025) – In a strong push for transparency and accountability in public administration, Haryana Chief Minister Nayab Saini on Friday directed disciplinary action against five officials for negligence and poor performance during a high-level review of ongoing development projects in Kaithal district.

The CM’s visit exposed serious gaps in on-ground implementation, prompting immediate intervention and a firm directive for re-tendering stalled projects and initiating new ones under the Public-Private Partnership (PPP) model.

Officials Held Accountable for Development Lapses

Following a comprehensive review meeting, CM Nayab Saini issued instructions for immediate action against the following officials:

• XEN of Kaithal Municipal Council
• Secretaries of Pundri and Siwan Municipalities
• Secretary of Dhand Market Committee
• Municipal Engineer of Pundri Municipality

These officials were found guilty of neglecting their duties and failing to ensure quality control in infrastructure projects, particularly related to road construction, market development, and civic amenities.

CM Directs On-Site Inspections for Transparency

Highlighting the need for field-level accountability, the Chief Minister stressed that officials must physically inspect every road and infrastructure site rather than rely solely on file reviews.

“Development cannot happen from behind a desk. Every officer must go to the field and see for themselves what the people are experiencing,” the CM remarked.

He further instructed the District Deputy Commissioner to compile a comprehensive report on all tenders issued by various departments in the district, including details of contractors, progress status, and compliance to timelines.

Key Infrastructure Projects to Be Re-Tendered

Among the major announcements, CM Saini ordered the re-tendering of the City Square project, citing irregularities and unsatisfactory progress.

In a strategic move to ease urban congestion and boost local infrastructure, the Chief Minister also directed that the multipurpose parking facility be developed on PPP mode to ensure efficiency and private sector innovation.

The proposed parking hub is expected to include:

• Multi-level vehicle parking
• Retail and food kiosks
• CCTV surveillance
• Digital ticketing and real-time availability updates

This aligns with the state’s broader plan to adopt smart city frameworks for improving civic infrastructure across districts.
