The initiatives are aligned with the vision outlined by Sibin C, Chief Election Commissioner (CEC) Gyanesh Kumar at the recent Conference of Chief Electoral Officers (CEOs) held in March 2025. 1. Electronic Death Registration Data for Electoral Rolls One of the major changes involves the electronic collection of death registration data. The ECI will now receive electronic updates of death registrations from the Registrar General of India, as per the provisions in the Registration of Births and Deaths Act, 1969, and the Registration of Electors Rules, 1960. This change aims to keep electoral rolls current by ensuring that the Electoral Registration Officers (EROs) receive timely information about registered deaths. The new system will reduce delays, and Booth Level Officers (BLOs) will be able to verify these updates more quickly through field visits, rather than waiting for formal requests to be processed under Form 7. 2. Voter Information Slips to Be More Elector-Friendly To enhance voter convenience, the design of Voter Information Slips (VIS) is set to undergo modifications. The new design will prominently display the serial number and part number of voters in a larger font size. This change aims to make it easier for voters to locate their polling stations and for polling officials to find their names in the electoral rolls. By making VIS more readable, the ECI hopes to reduce confusion and streamline the voting process, ensuring a smoother experience for all voters. 3. Standard Photo ID Cards for Booth Level Officers (BLOs) Another important initiative is the issuance of standardized photo identity cards to all Booth Level Officers (BLOs). BLOs are responsible for voter verification and registration during election drives, and they are often the first point of contact for citizens. By providing BLOs with easily recognizable photo IDs, the ECI aims to enhance public trust and facilitate smoother interactions between voters and election officials during house-to-house visits.
