On the first day of the second session of the 16th Rajasthan Legislative Assembly on Wednesday, tributes were paid to former Governor of Gujarat, Tripura and Mizoram, late Smt. Kamla Beniwal, former Chief Minister of Maharashtra, late Shri Manohar Joshi, former Government Chief Whip of the Legislative Assembly, late Shri Mahavir Prasad Jain, and former members of the House, eminent personalities and those who died in the Hathras accident. During this time, the members of the House observed two minutes of silence and prayed to God to grant peace to the departed souls and strength to their families to bear this separation.

 

In the beginning, the Speaker of the Legislative Assembly Shri Vasudev Devnani, while moving the condolence motion, praised the services rendered by the deceased in political, social and other fields.

 

Dr. Devnani, while throwing light on the political life of former Governor of Gujarat, late Smt. Kamla Beniwal, said that Smt. Beniwal was the first woman member to join the state cabinet. She was also the first woman Deputy Chief Minister of Rajasthan in the 11th Legislative Assembly. As a minister, she took charge of important departments like Home, Medical and Health, Agriculture and Education. In her public life, Mrs. Beniwal, who held various positions in many committees and institutions, also held the post of Governor of Gujarat, Mizoram and Tripura. She passed away on May 15, 2024.

 

The Speaker of the Assembly, while highlighting the personality of former Chief Minister of Maharashtra and former Lok Sabha Speaker Late Shri Manohar Joshi, said that he was the Chief Minister of Maharashtra from March, 1995 to January, 1999. Shri Joshi was also the Minister of Heavy Industries and Public Enterprises in the Central Government. He was associated with many social and cultural organizations and was also a promoter of Marathi language, literature and culture. He passed away on February 23, 2024.

 

Prof. Devnani, while mentioning the services rendered by former Government Chief Whip Late Shri Mahavir Prasad Jain in the field of politics, said that Shri Jain was the Government Chief Whip in the Rajasthan Legislative Assembly from December, 1993 to November, 1998 and from June, 2004 to December, 2008. During his assembly tenure, he was a member of many committees including Estimates Committee B, Committee on Subordinate Legislation and Parliamentary Consultative Committee. He passed away on 24 February 2024.

 

The Speaker of the Assembly, while throwing light on the political and social life of former Minister of State and MLA Late Shri Radheshyam Ganganagar, said that Shri Radheshyam was the Minister of State for Ayurveda, Sanskrit Education, Irrigation Department in the State Government from May, 2002 to December, 2003. During his assembly tenure, he was also a member of various advisory committees. He passed away on 16 February 2024.

 

Giving information about the life of former Minister of State Late Shri Chandrashekhar, Shri Devnani said that Shri Chandrashekhar was the Minister of State for Home Defense, Jail, Revenue, Social Welfare, Sainik Welfare Department and other departments in the State Government from December, 1998 to November, 2003. Shri Chandrashekhar, who was dedicated to the welfare of Scheduled Castes, also actively contributed in the eradication of social evils and spread of girl education. He passed away on 22 June 2024.

 

Paying tribute to former State Minister Late Shri Ummed Singh, Shri Devnani said that Shri Ummed Singh was elected MLA from Deedwana constituency for the seventh and ninth Rajasthan Legislative Assembly. He was the Minister of State (Independent Charge) of the Department of Milk Development and Printing and Stationery Department from November 1990 to December 1992. He passed away on 12 April 2024.

 

The Assembly Speaker, while mentioning the political life of former MLA Late Shri Vivek Dhakad, said that Shri Dhakad was elected MLA from Mandalgarh constituency in the by-election held for the fourteenth assembly. Shri Dhakad, who was associated with social service, passed away on 4 April 2024.

 

Discussing the personality of former MLA Late Shri Prabhulal Karsolya, Shri Devnani said that Shri Karsolya was an MLA from Nainwa constituency in the eighth and eleventh Rajasthan Legislative Assembly. He was a member of many committees including the committee related to welfare of women and children. He died on 25 February 2024.

 

The Speaker of the Assembly, while introducing the life of former MLA late Shri Kishan Gopal Kogta, said that Shri Kogta was an MLA from Masuda constituency in the ninth and tenth Rajasthan Legislative Assembly. Shri Kogta, who was actively involved in nation building, was a member of various committees of the Legislative Assembly. He died on 24 November 2023.

 

Mr. Devnani, while mentioning the political life of former MLA late Shri Motaram, said that Shri Motaram was an MLA from Siwana constituency in the eighth Rajasthan Legislative Assembly. He died on 1 June 2024. Throwing light on the life of former member late Shri Ratiram Yadav, he said that Shri Ratiram, who was elected MLA from Tijara constituency for the fifth Rajasthan Legislative Assembly, was always striving to solve the problems of his constituency. He died on 11 February 2024.

 

While paying tribute to former MLA late Shri Hukum Singh, the speaker of the assembly said that Shri Hukum Singh was an MLA from Jaisalmer constituency in the second and third Rajasthan Legislative Assembly. During his tenure in the assembly, he was a member of the Privileges Committee and the Estimates Committee.
