Bihar Government Reshuffles 50 IAS Officers in Major Administrative Overhaul

In a significant administrative reshuffle, the Bihar government has transferred 50 IAS officers, including several district magistrates, in an effort to enhance governance efficiency across the state. The General Administration Department (GAD) issued the notification on Saturday, September 7, outlining the new appointments, which affect various key departments and districts.

Key Appointments in the Reshuffle

One of the most prominent changes is the appointment of Rohtas District Magistrate, Naveen Kumar, as the new State Transport Commissioner. His experience in district administration is expected to bring much-needed improvements to the state’s transport infrastructure and services.

Another notable transfer is that of Inayat Khan, who previously served as the District Magistrate of Araria. Khan has been assigned as the Registrar of Cooperative Societies, a position where she will oversee cooperative institutions and their management, ensuring their compliance with state regulations.

District Magistrates and Key Officials Reassigned

The reshuffle also affected several district magistrates. Bhojpur Collector Raj Kumar, a 2010 batch IAS officer, has been appointed as the Managing Director of the Bihar State Milk Co-operative Federation Ltd (COMFED), a critical position that will see him managing the state’s milk cooperative and related industries. Similarly, Sheohar Collector Pankaj Kumar, another officer from the same batch, has been reassigned as the Director of Primary Education, where he will oversee improvements in primary school education across the state.

Lakhisarai’s District Magistrate Rakesh Kumar has been appointed as the Director of Consolidation, while Mithilesh Mishra, the former Director of Consolidation, will now serve as the new District Magistrate of Lakhisarai. This swapping of roles is expected to optimize the performance of the respective departments, as both officers bring fresh perspectives to their new roles.

In addition, Roshan Kushwaha has been appointed as the District Magistrate of Samastipur, while Uditha Singh has taken charge as the District Magistrate of Rohtas. These officers are expected to strengthen governance at the district level, ensuring more efficient service delivery to the public.

Appointments in Key Government Departments

The reshuffle also saw major changes in the Bihar government’s key departments. Nayyar Iqbal, who was previously the Director of the Mines and Geology Department, has been appointed as the Special Secretary of the Food and Consumer Protection Department, a critical role in ensuring food security and consumer rights across the state.

Meanwhile, Sunil Kumar Yadav has been assigned the position of Additional Secretary in the Labour Resources Department, a role focused on managing labor welfare schemes. Yogendra Singh has been appointed as the Director of Secondary Education, with the additional responsibility of overseeing the Mid-Day Meal program. His dual role is seen as crucial in improving both education standards and nutrition for schoolchildren across Bihar.

Other important appointments include Anand Sharma and Himanshu Kumar Rai, who have been appointed Directors in the Panchayati Raj Department, where they will play key roles in strengthening local governance institutions. Dr. Jitendra Gupta has been made Joint Secretary of the Bihar State Planning Board, where his expertise will be critical in shaping development policies for the state.

Strategic Moves to Improve Administrative Efficiency

The reshuffle did not stop at district magistrates and department heads. Dr. Vidya Nand Singh has been appointed as the Director of the Statistics Department, ensuring data-driven governance. Additionally, Kumar Mangalam has taken charge as the Commissioner of the Municipal Corporation in Purnea, and Atul Kumar Verma has been made the Administrator of the Bihar Road Transport Department, where he is expected to bring in administrative reforms to improve transport services across the state.

J Priyadarshani has been assigned the role of Director in the Land Reform Department, a crucial position that deals with land management and reform policies. Sanjay Kumar, another key official, has been appointed the Additional Secretary of the General Administration Department (GAD), further strengthening the state’s administrative backbone.

In total, 30 more IAS officers have been reassigned to various positions across the state in a move aimed at optimizing governance and improving public service delivery.
