Spearheaded by Chief Minister Bhagwant Singh Mann, this digital transformation ensures that workers across the state can access essential services with just a click, bringing significant ease and efficiency to the system.

The announcement, made by Labour Minister Tarunpreet Singh Sond, reveals that the full digitization covers a wide range of services and benefits under various acts, making processes simpler and more transparent. With this shift, Punjab becomes one of the leading states in India to embrace digital labor services.

Key Services Now Accessible Online

As part of this digital initiative, several critical services that were previously accessible only through offline channels have now been made available online. These services include:

  • Approval of building plans
  • Acceptance of stability certificates
  • Factory registration
  • Grant and renewal of licenses
  • License amendments
  • Permission for employing women in night shifts
  • Registration of principal employers
  • Issuance of licenses to contractors

The Labour Department has set up an official online portal for these services, which can be accessed at https://pblabour.gov.in. The portal simplifies the application process and helps users track the status of their requests in real time.

Welfare Schemes Simplified for Workers

Beyond the provision of services, the Labour Minister highlighted that welfare schemes under the Punjab Labour Welfare Board have also been digitized, making it easier for workers to access various benefits. Some of the key schemes now accessible online include:

  • Welfare Fund payments
  • Claims for benefits under the Punjab Labor Welfare Board
  • Registration of construction sites and trade unions
  • Submission of annual returns under labor laws
  • Registration of shops and commercial establishments

Furthermore, the Punjab Building and Other Construction Workers Welfare Board has simplified the terms and conditions of welfare schemes such as the Stipend Scheme, Leave Travel Concession (LTC) Scheme, and the Shagun Scheme, which has been particularly impactful for laborers in Punjab.

Significant Changes to Scheme Eligibility

Minister Sond also shared some significant updates to the eligibility criteria for several welfare schemes. One of the most notable changes is the abolition of the two-year service condition for laborers under the Stipend Scheme. Previously, laborers needed to have worked for two years to be eligible for the stipend for their children. However, the new policy allows laborers to receive stipend benefits as soon as they start making contributions to the scheme.

Moreover, the Shagun Scheme, which provides financial assistance for the marriage of laborers’ daughters, has seen an important relaxation in the eligibility requirements. Minister Sond announced that laborers will no longer need a registered marriage certificate to avail themselves of the scheme’s benefits. Instead, photographs of the religious place and religious personalities who solemnized the marriage will be accepted. This change aims to ease the burden on laborers, especially those from rural areas, where access to formal marriage registration can sometimes be challenging.
