The Punjab Government, led by Chief Minister Bhagwant Singh Mann, on Tuesday announced a major simplification of its flagship Mukh Mantri Sehat Yojana (MMSY), removing bureaucratic barriers and enabling instant on-the-spot registration with just an Aadhaar card and Punjab Voter ID at Common Service Centres (CSCs) statewide.
During a high-level review meeting, Health Minister Dr. Balbir Singh also unveiled performance-based incentives for Village Level Entrepreneurs (VLEs), offering preferential government employment opportunities to top performers while launching a statewide mobilisation drive to achieve full enrolment under the scheme.
Dr. Balbir Singh Urges Expanded MMSY Outreach Across Punjab
In a virtual meeting with Cabinet Ministers, MLAs, and Deputy Commissioners, Dr. Balbir Singh directed officials to expand outreach beyond traditional methods, highlighting that any Punjab resident with Aadhaar and Voter ID can register at any CSC or designated enrolment camp.

Recognising the pivotal role of Village Level Entrepreneurs as the last-mile link for digital governance, the Health Minister announced that VLEs who drive efficient registrations will be rewarded, including preferential employment opportunities within the state government. He stated that this initiative is designed to energise the VLE network and make CSCs active hubs for health coverage across Punjab.
Emphasising the government’s commitment to universal healthcare, Dr. Balbir Singh said, “Healthcare is a right, not a privilege. No family in Punjab should be pushed below the poverty line due to medical expenses. By allowing registration with just two documents, the government is removing every barrier to free healthcare.”

Deputy Commissioners Directed to Activate Grassroots Network for MMSY Drive
To ensure 100 percent saturation of MMSY, the Health Minister launched a grassroots mobilisation campaign, directing Deputy Commissioners to engage Accredited Social Health Activists (ASHAs) and Anganwadi workers for door-to-door campaigns, helping eligible families access enrolment centres and ensuring the most vulnerable populations are reached.
The virtual meeting was attended by Principal Secretary Health and Family Welfare Kumar Rahul, Member Punjab Development Commission Anurag Kundu, CEO State Health Agency Sanyam Aggarwal, Director Health and Family Welfare Dr. Hitinder Kaur, and other senior officials.
