Chandigarh : Haryana has significantly intensified its efforts to combat HIV/AIDS, screening over 12.40 lakh people in the current financial year and expanding treatment services across the state, said Dr. Sumita Misra, Additional Chief Secretary, Health & Family Welfare Department.

Between April 2025 and January 2026, 12,40,205 people were tested for HIV, with 5,877 individuals testing positive. Haryana currently operates 104 Integrated Counselling and Testing Centres (ICTCs), including a mobile unit in Faridabad, providing free and confidential services. Dr. Misra emphasized that the government’s goal is to ensure accessible, stigma-free testing and care for all sections of society.

A major achievement this year has been in maternal health, with 5,65,830 pregnant women screened for HIV. Of these, 613 tested positive and were promptly linked to treatment, aiding in the elimination of vertical transmission of HIV from mother to child.

On the treatment front, the state has expanded Anti-Retroviral Therapy (ART) services through 24 ART centres in major districts including Rohtak, Gurugram, Faridabad, Karnal, Hisar, Ambala, and Mewat, with 13 new centres established within medical colleges to make advanced care more accessible. Additionally, five Facility Integrated ART Centres and four Link ART Centres are operational. Currently, 40,851 patients are receiving life-saving treatment across Haryana.

Financial Support and Free Diagnostics for HIV Patients in Haryana

To support People Living with HIV/AIDS (PLHIVs) financially and improve treatment adherence, the government launched a monthly assistance scheme of Rs. 2,250 per patient in December 2021, disbursing a total of Rs. 54.3 crore so far. Registered patients also receive free follow-up care and advanced diagnostic procedures like ultrasounds, MRI, and CT scans through public-private partnerships.

Haryana is also actively addressing sexually transmitted infections (STIs) via 31 dedicated clinics offering counselling, syphilis testing, and treatment. A network of 42 targeted intervention projects, run in collaboration with Red Cross Societies and NGOs, focuses on high-risk groups including female sex workers, men who have sex with men, intravenous drug users, truckers, and migrant labourers, providing regular health check-ups, six-monthly HIV testing, and condoms. For opioid-dependent individuals, 12 Opioid Substitution Therapy centres and three satellite units serve 9,014 registered patients, with 4,569 receiving treatment regularly.

On awareness, the state has launched radio campaigns, digital displays at railway stations, cinema ads, SMS messages, and social media outreach. In schools and colleges, Red Ribbon Clubs have reached 3,397 schools and 429 colleges through rallies, marathons, and quizzes.

Haryana has also partnered with several government departments, including Transport, Agriculture, National Highways Authority of India, Northern Railway, and Women & Child Development, to sensitize communities, reaching 49,120 individuals so far.

Dr. Misra said that the scale, coordination, and integration of these initiatives demonstrate Haryana’s commitment to curbing HIV transmission, ensuring dignified care for patients, and advancing towards the national goal of ending AIDS as a public health threat.
