Tribal society is getting empowered with the implementation of PESA Act in the state. The Chief Minister got information about the implementation of PESA Act and the activities being carried out.

Chief Minister Dr. Mohan Yadav has said that in the districts of the state where PESA Act is applicable, local tribals should be linked to new areas of employment. To provide means of employment to tribal brothers and sisters by tribal dominated panchayats, explore the possibilities of work in various fields, make suitable action plans and ensure their implementation on the ground.

This includes cottage and village industries, animal husbandry, production and sale of mushrooms, lac, honey, silkworm rearing and textile manufacturing etc. He said that a report should be prepared by studying the possibilities of giving the responsibility of rural transport system to tribal dominated panchayats.

 

Chief Minister Dr. Yadav was reviewing the implementation and ongoing activities of PESA Act in the state at the ministry on Wednesday. Chief Minister Dr. Yadav directed that a report should be prepared by studying the responsibility of giving the responsibility of rural transport service to the youth of the tribal society.

Apart from Panchayat and Rural Development Minister Shri Prahlad Patel and Minister of State for Panchayat and Development Smt. Radha Singh, Chief Secretary Smt. Veera Rana, Additional Chief Secretary Chief Minister’s Office Dr. Rajesh Rajoura, Additional Chief Secretary Panchayat and Rural Development Shri Malay Kumar Srivastava, Additional Chief Secretary Forest Shri Ashok Varnwal, Chief Secretary to Chief Minister Shri Sanjay Kumar Shukla and related senior officers were present in the meeting.

 

Chief Minister Dr. Yadav said that consideration should also be given to forming a battalion of tribal class. It was told in the meeting that in Maharashtra, tribal class has been linked to employment oriented works through plantation. Tribal dominated panchayats can also be linked to works related to tourism development, cow-shed operation. In the meeting, information was given about the achievements of resolving various cases by the tribal class in various districts through mutual consent.

Peace and dispute resolution committees are working in the state under PESA Act. Which is taking satisfactory solution-oriented action for all. It was also informed in the meeting that Madhya Pradesh has been made the nodal state by the Central Government to prepare a vision document with a view to control the money lending system. PESA Act is applicable in 88 development blocks of 20 districts of Madhya Pradesh. Its area includes 5133 gram panchayats and 11 thousand 596 villages.

 

Chief Minister Dr. Yadav directed that the difficulties in the process of providing caste certificates to the tribal people residing in cities should be resolved at the departmental level. It was informed in the meeting that efforts have been increased to connect the tribal people with cottage industries in Narmadapuram and Betul districts and the work of collecting tendu leaves on a large scale is being done by the Gram Sabhas.

 

It was told in the meeting that many works have been done with the aim of strengthening the Gram Sabha under the PESA Act. In this program, the Gram Sabha of Hirde Nagar Gram Panchayat of Mandla district has received an income of 62 lakh 38 thousand. Various works of village development will be completed with this amount. In Alirajpur district, a proposal was approved and passed in the Gram Sabha for the management of the new market in Gram Sabha Kudwat.

The new market was named Birsa Munda Square. In Balaghat district, more than the fixed amount of Rs. 3,000 per standard bag was provided for collection of tendu leaves. Success has been achieved in the economic upliftment of tendu leaf collectors. 20 committees are engaged in collection of tendu leaves in Balaghat district. More than 62 percent of tendu leaves were collected. Efforts have been increased to connect the tribal people with cottage industries in Narmadapuram and Betul districts. For the preservation of ancient traditions, the Gram Sabha formed in village Hindalli of Betul district has prepared an action plan by discussing in the Gram Sabha for the traditions of Pola and Meghnath Mela.

 

Information was given in the meeting that along with state level, district level training, PESA training workshops have been organized at sector level. In the state level PESA training workshop, experts from Maharashtra’s institute Tribal Ethos and Economic Research (TEER) provided training. District level PESA training has been held in 16 training centers of the state. About 800 trainers were prepared from this. Trainers trained at the district level are giving training at the development block and sector level.

 

It was informed in the meeting that in the state, many successes have been achieved in terms of operation of Gram Sabhas in accordance with the traditional culture of the tribal class, empowerment of the tribal class, their economic assistance, prevention of exploitation, right to conservation of water, land and natural resources, as well as peace and security in the tribal dominated area.

 

With the implementation of PESA Act Panchayat Area Extension Act 1996 Madhya Pradesh Panchayat Provision Scheduled Areas Extension Rules 2022, important work has been done for the empowerment of the tribal class. Additional Chief Secretary Panchayat and Rural Development Department Shri Malay Kumar Srivastava and Additional Secretary Chief Minister’s Office Shri Laxman Singh Markam gave presentations in the meeting.
