Punjab Govt Adopts ICAR Model Act to Boost Agri Education

Punjab Sets New Benchmarks for Agricultural Education with ICAR Model Act

In a major step toward reforming agricultural education, the Punjab Government has approved the adoption of the ICAR Model Act, 2023 (Revised) for B.Sc (Hons.) Agriculture programs across the state. This progressive decision is expected to elevate the quality of education, bring uniformity, and align Punjab’s colleges with national standards set by the Indian Council of Agricultural Research (ICAR).

The decision was finalized during a meeting of the Punjab State Council for Agricultural Education (PSCAE), chaired by Dr. Basant Garg, PSCAE Chairperson and Administrative Secretary, Department of Agriculture and Farmers Welfare.

What’s Changing with the New Standards?

With the adoption of the revised Model Act, several upgrades have been mandated:

  • Faculty Strength: 35 faculty members for every 120 students
  • Support Staff: 43 staff members per unit
  • Land Requirement:
  • Total: 37.5 acres
  • Farm Area: 19 acres (within a 7 km radius) — either fully owned or partly leased
  • Flexible leasing: 33 years for leased land, or 10 years for mixed ownership
  • Laboratories: 13 labs designed and equipped as per ICAR norms

These new benchmarks are a step up from the previous requirements for 60-student units, which had similar faculty numbers but fewer staff, 40 acres of land, and only 12 labs.

Why It Matters

Agricultural education is the backbone of a state like Punjab, where farming is more than just an occupation — it’s a way of life. By adopting national standards and encouraging state-run and private institutions to upgrade infrastructure and faculty strength, the government aims to make Punjab a leader in agri-education.

“This decision fulfills a long-standing demand from the Joint Association of Colleges, Punjab,” said Dr. Garg, emphasizing that the move will not only enhance educational quality but also ensure better career readiness for agriculture graduates.

Current Impact and Future Vision

So far, 16 institutions in Punjab have been accredited by PSCAE for offering B.Sc (Hons.) Agriculture, having met the required benchmarks. With the new model in place, more colleges are expected to rise to the occasion.
